Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list through a two-year traineeship beginning as a Human Resources Specialist Trainee 1, or be eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description Under the supervision of a Human Resources Specialist 2 or higher level Human Resource staff, the Human Resources Specialist 1 will perform general personnel activities that primarily include Benefits Administration and Employment Services. The incumbent will assist in the direction and planning of the Personnel Program in a large active Personnel Office. Working with program managers and supervisors, duties will include but are not limited to:
• Providing information regarding time and attendance rules and regulations for employees and managers, including assisting personnel regional staff with questions related to Employee Benefits for regional employees;
• Managing all Leave Programs for employees (FMLA, Workers Compensation, Military Leave) and providing information to employees who are retiring;
• Assisting in the management of workforce through appointments, promotions, transfers, reinstatements and terminations; and developing requests for new positions, reclassifications, reallocations, minimum qualifications for exam planning, earmark releases, and special salary treatments as assigned;
• Ensuring that Civil Service Law, Rules and Regulations, as well as department procedures and negotiated agreements, are appropriately applied;
• May supervise lower level staff.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations
