Minimum Qualifications Preferred Qualifications:
• A bachelor’s degree or higher from an accredited college, preferably in digital communications, web publishing, multimedia development, or related field
• Seven or more years of experience in communications and/or digital and social media content
• Extensive experience in digital media platforms and initiatives, including but not limited to Bit.ly, Facebook, Hootsuite, Snapchat, Twitter, Instagram, YouTube, Oracle Eloqua, and Mobile Commons
• Management and development experience in digital media and creative talent, with the ability to perform data-driven social media metrics reporting, analysis and recommendations
• Ability to clearly communicate policy in public-facing content, and to explain data and technical concepts to non-technical people, both verbally and in clear, concise writing
• Superior communication and interpersonal skills, with the ability to interface with executive level management and give senior level presentations
• Experience producing social media content and complying with policy in a government context
• Familiarity with digital sector and ability to develop productive partnerships
• Basic knowledge of HTML and CSS
• Excellent analytic, organization, presentation, and facilitation skills, with the ability to manage multiple tasks under deadline

Duties Description The Digital Communications Director serves as a digital leader to help educate and empower state government, leading the NY.gov Digital Team of developers, designers and content managers to launch and support digital products, including websites, mobile apps, social media channels, texting platforms, video and email marketing. This position involves a flexible work schedule and requires working some nights and weekends to complete priority assignments, as well as occasional travel within New York State. Additional details on work location will be discussed at the time of interview.

Duties include, but are not limited to, the following:
• Oversee digital marketing strategy and content for New York State executive accounts on social media platforms including Twitter, Facebook, Instagram, Snapchat, Flickr, SoundCloud and YouTube
• Implement digital campaigns in line with communications and service goals, managing project workflow and approval processes among multiple stakeholders and vendors
• Serve as editor-in-chief of New York State’s official websites, NY.gov and Governor.NY.gov, approving advising on editorial content, placement, and headline copy
• Create email messaging on behalf of the Governor’s Office and advise on state email marketing strategy and list growth
• Direct and supervise digital communications across the State, providing consultation to State agencies on digital marketing and analytics strategies and tactics
• Supervise New York State government digital communications across 300 channels on a near-real-time basis using social media management platforms
• Create and develop content calendar and collaboration tools as necessary
• Develop and operate statewide social media management and analytics platforms, facilitating agency adoption and effective use
• Develop and implement social media policies and strategy for emergency scenarios, including monitoring and reporting
• Oversee compliance with State guidelines, policies, and protocols
• Develop and offer training opportunities and reference materials to agency leads, including organizing annual digital marketing conference for state employees
• Participate in conference panel appearances and networking opportunities
• Manage special digital media projects and initiatives as assigned
