Minimum Qualifications Open to NYS employees with one year of permanent, competitive service as an Assistant Purchasing Agent, G-14.

Provisional Appointment:

To be considered for provisional appointment, candidates must have one year of permanent competitive or 55-b/55-c service in a clerical/secretarial position allocated to G-5 or higher in which 50% or more of their duties are directly related to purchasing activities. Acceptable duties include: Initiating and processing purchase orders (or purchases involving a department credit card); obtaining price quotes from suppliers; gathering specifications from suppliers or agency personnel; preparing specifications; evaluating bids; and reviewing requisitions for purchase. At the time of the interview, candidates must attest that at least 50% of their duties are directly related to purchasing activities.

Candidates appointed provisionally must take the next Civil Service examination given for the job title, pass it, and be reachable for appointment on the resulting eligible list. If a provisionally appointed employee is either not successful on the examination or passes the examination but is not reachable on the resulting eligible list, the provisionally appointed candidate generally will not be allowed to remain in the position.

Traineeship:

Open to New York State employees with one year of permanent, competitive service who are eligible to transfer under Section 70.1 of the Civil Service Law to Purchasing Agent Trainee.

The salary range identified above applies to candidates appointed to Assistant Purchasing Agent, G-14. The hiring rate for candidates appointed to Purchasing Agent Trainee starts at $39,713 and is based on the candidate's salary at the time of hire. Candidates hired into the Purchasing Agent Trainee will be advanced to Assistant Purchasing Agent upon the successful completion of a one-year traineeship.

Duties Description These positions will be assigned to the Finance-Procurement and Contract Support Unit within the Chief Administration Office. Duties include, but are not limited to, the following:

• Conduct procurement reviews of purchase requisitions (PRs) for the purchase of a wide variety of goods and/or services. Apply the NYS Procurement Guidelines, Business Services Center (BSC) and agency purchasing requirements and procurement best practices to the conduct of such reviews.
• Procure goods or services decided upon after review of the purchase requisitions.
• Assist in the preparation of detailed specifications of the goods or services to be purchased.
• Conduct Request for Quotes (RFQs) off of centralized contracts. Assemble RFQ materials, solicit vendors, receive and review bids, create bid tabulations, prepare award and non-award notifications for supervisor signature.
• Process Purchase Order Change (POC) requests on agency purchase orders (POs).
• Work with other ITS Finance units on issues pertaining to funding availability and spending approval of procurements, PRs/POs/POCs and the receipt of goods and services.
• Work with the BSC on issues pertaining to PO creation and issuance.
• Utilize the Statewide Financial System (SFS) extensively in the review and approval of PRs.
• Utilize Microsoft Excel and Access tools for tracking and updating assigned procurements.
