Minimum Qualifications MINIMUM QUALIFICATIONS:
For Permanent Appointment:
Currently serving as a permanent Psychologist Assistant 3, Psychologist 1 or 2, for transfer; or Reachable on the Civil Service List for Psychologist Assistant 3, Psychologist 1 or 2, Or One year of permanent competitive service in a title eligible for transfer under Section 70.1 or 52.6 of the NYS Civil Service Law.
If no candidates meet the qualifications above, a provisional appointment can be made if a candidate possesses
the following:
For Provisional Appointment:
Psychologist 1 or 2: Candidates must have a master of psychology degree from a regionally accredited college
or university which prepares graduates for master’s level psychologist positions in clinical, forensic, or community
mental health settings; AND the degree program must have included a clinical psychology practicum, externship
or clinical fieldwork.* In addition to the above requirements, candidates must have one year of supervised postmaster’s
degree experience in a clinical, community mental health setting, or forensic setting providing primarily
psychological services. **
*A practicum, externship, or clinical fieldwork assignment is defined as a direct clinical training experience in
providing psychological services in an appropriate inpatient or outpatient community mental health,
developmental disabilities services, forensic or community setting; which is a component of a qualifying Master
of Psychology degree program and would also be listed on the official transcript.
Substitution for post-master's degree experience: Completion of a full-time one year pre-doctoral internship or
traineeship in a clinical or community mental health or forensic setting may be substituted for one year of post
master's degree experience.
Psych 1: one year of supervised post master’s degree psychology experience. Psol 2: two years of supervised
post master’s degree psychology experience.
Psychology Assistant: Master of psychology degree from a regionally accredited college or university
psychology degree program, which prepares graduates for master's level psychologist positions in clinical,
forensic, or community mental health settings. Qualifying degree programs must have included coursework in
diagnostic psychological and behavioral assessment tools and treatment modalities for psychological and
behavioral disorders. Examples of qualifying degree programs/majors include but are not limited to: clinical
psychology, clinical forensic psychology, community psychology, counseling psychology, school psychology,
and child psychology. Licensed Psychologist: Any current NYS Licensed Psychologist or Any licensed eligible Psychologist.

Duties Description •Conduct psychological evaluations; including administration, scoring and interpretation of test data in order
to aid in Eligibility determinations. These evaluations may include intelligence testing (e.g., WAIS-IV);
adaptive measures (e.g., Vineland/ABAS); and Autism screening (e.g., CARS). Evaluations may require testing and/or observation offsite (e.g., school, jail).
•Be a chairperson of the Eligibility Committee.
•Review second step charts and offer opinion on eligibility at the meeting. Provide follow-up as needed.
•Attend face to face “denial” meetings with family/agency representatives/individual.
•Participates in a Medicaid fair hearing process, including preparing, reviewing and revising hearing
summaries and offer testimony at the hearings as needed.
•Compose denial determinations.
•Participate in trainings and regarding matters of OPWDD Eligibility; including but not limited to community of Practice meetings.
•Be an active liaison of the statewide Regional Office Start Advisory Council.
•Field phone calls related to eligibility.
•Some travel may be required.
•Other duties as assigned by immediate Supervisor.
