Minimum Qualifications Permanent Qualifications:

Must be reachable on the current eligible list for Program Operations Specialist 4 or eligible for transfer under Section 52.6 and 70.1 of the Civil Service Law.

To be eligible to:

• Transfer under Section 52.6, candidates must have at least one year of permanent, competitive service in a qualifying title allocated to a grade 27 or higher.
• Transfer under Section 70.1, candidates must have one year or more of permanent or contingent/permanent service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description The incumbent of this position will be responsible for, but not limited to, the following activities:

• Create a framework for the development of policy and program standards for the identified programs under development including self-direction service options, START crisis prevention and response model, and the CAS implementation;
• Provide oversight, supervision and editing of regulation, policy, guidance and communication materials;
• Provide leadership in coordination with the Program Development Bureau Director on the various initiatives, including development of data reporting systems initiatives managed by the Bureau;
• Provide leadership within the Program Development Bureau and represent the Agency with state executive leadership and with outside advocacy and provider groups;
• Provide technical leadership throughout Agency as it implements required Conflict Free Case Management and Person Centered care delivery;
• Develop program evaluation strategies pertaining to Program Development Bureau;
• Oversee adherence to state policies and standards related to Agency mission and goals;
• Assume the statewide responsibility for the initiatives identified above as all the initiatives will be implemented statewide over the next several years.
• Supervise five units: NY Start, CAS Statewide Assessment, Self-Directed Services, Care Coordination, Person-Centered Practices/Grant Coordination; 15 bureau staff and provide additional oversight and technical assistance to over 50 regional liaisons from the program and policy compliance perspective.
