Minimum Qualifications Permanent Qualifications: Permanent status as an Addictions Planning Analyst 2 (G-23) and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible list for Addictions Planning Analyst 2; OR eligible for transfer under Section 70.1 of the Civil Service Law (i.e., Addictions Program Specialist 2).
Provisional Qualifications: You must have a bachelor’s degree in any field AND three years of experience in addictions or health services planning in the areas of policy analysis and design; comparative analysis; federal, state, and/or local planning; needs assessment and methodology. A master’s degree in human services, public health, public administration, social work, or sociology may be substituted for one year of experience. Examples of non-qualifying experience include but are not limited to policy implementation, administration of program services, program development, utilization review, or discharge planning
Duties Description Duties include, but are not limited to: coordinating the OASAS statewide comprehensive planning process; analyzing policy issues; conducting meetings, forums, focus groups, and public hearings with agency staff and stakeholders; drafting and editing planning documents; gathering narrative and data from other staff and, synthesizing this into coherent and consistent language; coordinating review and approval processes, and producing final documents for publication. Additional duties include organizing events to gather input from stakeholders, participating in collaborative intergovernmental initiatives and special projects, and representing OASAS on interagency workgroups. This position requires strong writing, analytical, and organizational skills as well as the ability to engage stakeholders in the collaborative planning process.
