Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year or more of permanent/contingent-permanent competitive service as a Health Program Administrator 1, SG-23; OR one year or more of permanent/contingent-permanent competitive service in a position allocated to SG-21 and above and eligible for transfer under Section 70.1 or 52.6 of Civil Service Law.

Provisional Promotion Candidates: Current NYS Department of Health employee with one year or more of permanent or contingent-permanent competitive or 55-b/55-c service in a position at or above a G-18.

Preferred Qualifications

Excellent communication, writing and organizational skills; ability to function independently and handle multiple priorities. Have a working understanding of the role of the nursing home and the responsibilities of an administrator. Experience writing policies and procedures, assisting with program design, implementation, evaluation and in-service training. Prior successful experience supervising professional and support staff desired.

Duties Description Under the direction of the Health Program Administrator 2 within the Division of Nursing Homes and ICF/IID Surveillance, Bureau of Professional Credentialing, the Health Program Administrator 1, G-23 will have responsibility for conducting comprehensive reviews of nursing home administrator licensure applications; Review, evaluate and assign Continuing Education Credits to requestors; Write appeals for Board of Examiners of Nursing Home Administrators (BENHA) review based on applicant request; Act as staff to the BENHA; Provide day to day oversight of Bureau workloads; Assist with management of the Criminal History Record Check Program, Nurse Aide Registry, Home Care Registry and Nurse Aide Training Programs. The incumbent will provide supervision and direction for professional and support staff, monitor and maintain Internal Controls and ensure Bureau compliance with federal and state reporting requirements for licensed nursing home administrators.
