Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G16 and eligible to transfer to Health Program Administrator (G18) under Section 52.6 of the Civil Service Law; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in an administrative traineeship and eligible to transfer to an Health Program Administrator traineeship under Section 52.6 of the Civil Service Law; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G13 and eligible to transfer to Health Program Administrator Trainee 1 under Section 70.1 of the Civil Service Law; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service as a Senior Accountant (G18) and eligible to transfer to Health Program Administrator Trainee 2 under Section 70.1 of the Civil Service Law; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G11, who possesses a bachelor’s degree and is eligible to transfer to Health Program Administrator Trainee 1 under Section 70.4 of the Civil Service Law.
Preferred Qualifications
Experience with computer database systems and Microsoft related applications with an emphasis on fiscal accounting or bookkeeping experience and a variety of software including Excel spreadsheets. Experience with systems unique to NYS, to include: Statewide Financial System (SFS) and Grants Gateway (GG). Knowledge of the NYS Master Grant Contract for Grants (MGC), State and HRI fiscal and contracting procedures, rules and regulations, Federal regulations and applicable cost principles, and OSC Guide to Financial Operations. Excellent mathematical, interpersonal, written and oral communication skills, and the ability to work independently as well as cohesively within the unit. Detail oriented, with excellent organizational skills, and ability to handle multiple projects / activities and changing priorities in short time frames in a fast-paced environment.
Duties Description The Health Program Administrator (HPA) will provide financial management for a subset of the 200+ contracts managed by the Division of Chronic Disease Prevention’s (DCDP) Fiscal Management Unit (FMU), with an annualized value of $70M+. The portfolio of contracts centers on tobacco control, cancer services, and obesity and diabetes-related programs. The HPA will have a range of responsibilities which will include: the provision of technical assistance and guidance to program management staff and grantees as it relates to their State and Health Research, Inc. (HRI) funded grants/contracts; liaison with New York State Department of Health (DOH) / HRI staff regarding issues related to transactions processed; provide reports as requested to various areas of DOH as it relates to the status of transactions processed; monitoring of grant/contract expenditures; assist programs in the development and review of contracts, working to assure their timely execution; review of claims for accuracy and complete all related processing in accordance with established timeframes; establish contracts and encumber funds in the Statewide Financial System (SFS); transcribe State vouchers into SFS; conduct full claim traces as selected over the course of the year; review and approval of budget modifications/amendments; maintain all related tracking systems in a timely and accurate manner; pro-actively recommend and assist with the development of new strategies for continually improving the accuracy, timeliness, and completeness of the transactions processed through the FMU; work with programs to prepare budget documents in accordance with Division Guidance (e.g. grant application budgets, RFA and RFP procurement materials); and other duties as assigned.
Additional Comments Permanent, full-time appointment. Candidates applying under section 70.4 may be required to take and pass a qualifying examination. Occasional travel, including overnights and travel to areas not served by public transportation may be required.
