Minimum Qualifications Promotional:
For permanent appointment, candidate must be reachable on the Utility Analyst 2, Grade 23, eligible list.
Open Competitive Qualifications:
Either 1. Seven years of experience in one or more of the following activities directly related to the gas, water, or electric industry:
• Transmission distribution or production planning, design, construction, operations, safety, or certification
• Policy formation or implementation
• Revenue requirement determination
• Cost allocation
• Tariff analysis and rate design
• Competitive energy markets
• Management and operational audits
• Implementation and evaluation of energy efficiency programs, renewable generation portfolios, and green marketing efforts
Or 2. An associate’s degree and five years of the qualifying experience;
Or 3. A bachelor’s degree and three years of the qualifying experience;
Or 4. A master’s degree and two years of the qualifying experience.
Duties Description The Utility Analyst 2, Grade 23, in the Office of Consumer Services, will perform duties that include, but are not limited to:
• Assist and/or develop performance measures, compliance standards and implementation procedures to ensure utility customers receive an adequate level of service.
• Identify factors relevant to the development of specific regulatory policies; collect relevant data on the critical factors; develop policy alternatives, and summarize the strengths and weaknesses of alternatives.
• Develop proposals to address new Commission policy initiatives and/or reassess existing policies.
• Participate in utility rate proceedings and assist in developing position on specific issues. Review and analyze utility company testimony, exhibits, workpapers, and other materials and develop responsive testimony.
• Obtain input regarding consumer needs. Review public comments and concerns. Analyze consumer survey and/or complaint data for trends in utility service or customer needs.
• Periodically examine the adequacy of utility systems, such as call centers, billing systems, customer information systems, metering systems, and systems designed for data exchange, to accommodate new policies, practices and procedures.
• Review utility filings, including those associated with implementation of new initiatives and/or filed in response to orders, to ensure they meet Commission requirements. Analyze projected costs.
• Compare filings from several utilities to identify strengths and weaknesses and/or factors contributing to substantial cost differences across utilities. Collect and document data to support the need for any modifications necessary to ensure consistent and equitable treatment of utility customers.
• Analyze utility filings and prepare memoranda for the Commission, summarizing the issues presented by the filings, the results of any staff analysis, and recommendations.

*If five or fewer qualified candidates apply for these three positions, a non-competitive promotion (NCP) may be made under Section 52.7 of the Civil Service Law. To qualify for a NCP, a Department employee must have one year of permanent or contingent permanent competitive service as a Utility Analyst 1, Grade 18, and must not have failed to pass or failed to participate in the most recent competitive promotion examination, if the examination was held in the last four years. Failure to respond to this posting is considered a declination of interest in competing for this position at this time.
**The positions may be filled provisionally if there are less than three interested candidates on the eligible list. In order to qualify for a provisional appointment, candidates must have one year of permanent or contingent permanent service as a Utility Analyst 1, Grade 18, or meet the open competitive qualifications.
