Minimum Qualifications Safety and Security Officer Trainee:
Must be reachable on the current eligible list for this title;

OR

Safety and Security Officer 1:
Candidates must be permanent in this title and eligible for lateral transfer; OR be eligible for transfer via Section 70.1 of the Civil Service law by having at least one year of permanent service in a title approved for transfer by Civil Service within two salary grades of the Grade 12 level.

Appointment Requirements for retention and advancement as a Trainee: If you are appointed as a Safety and Security Officer Trainee, you must successfully complete a one-year training program, satisfactorily complete mandated Municipal Police Training Council training, other training mandated by law, rules and regulations, and maintain Peace Officer status. At the successful completion of your one-year traineeship and Academy Training, you will be advanced to the full journey level, salary grade 12, without further examination.

New York State Residency and United States Citizenship: At the time of appointment, you must be a resident of New York State and a citizen of the United States. Employment requires that you maintain your residency in New York State.

License Requirements: At the time of appointment and as a condition for continued employment, you must possess a valid license to operate a motor vehicle in New York State. Conditional licenses are not acceptable.

Peace Officer Requirements: Safety and Security Officers have peace officer status as authorized under Criminal Procedure Law Section 2.10 and Sections 7.25 and 13.25 of Mental Hygiene Law or Section 455 of Public Health Law. As such, they must meet the requirements for appointment to public office defined in Public Officers Law Section 3 (1) and for continued employment as required in Section 30.

Physical/Medical Requirements: Your physical and medical condition will be evaluated to ensure that you are able to satisfactorily perform the essential duties of the position to which you are seeking appointment with or without reasonable accommodation. The medical examination will be required upon a conditional offer of appointment. You are responsible for payments of the clinical laboratory test fees. The physical/medical standards include a physical fitness test, a medical standards evaluation, and a substance abuse screening. You must be eligible and maintain eligibility for full and unconditional participation in the Medicaid and Medicare programs. If you receive an appointment, your continued employment will depend on maintaining eligibility. Failure to do so may result in the termination of your appointment.

If you are considered for appointment to a Spanish language position, you will be required to pass a performance test to demonstrate your proficiency in the Spanish language. Proficiency must be at a level that will assure your ability to properly perform the duties of the position.

Duties Description As a Safety and Security Officer Trainee, you would be required to satisfactorily complete a comprehensive one year training program. During this period, you would be trained to protect persons and property, prevent and detect crime, conduct investigations, search for and eliminate contraband, and maintain peace and security in a State agency, facility, or community residence. While serving your traineeship, you might be assigned on a fixed or rotating basis to mobile or foot patrol, dispatch desk post, fire post, or fire and safety inspections. In these assignments, you would utilize computers, cameras, fingerprinting equipment, and complex alarm systems; operate emergency vehicles; and transport staff and patients on and off premises. You would complete incident and other written reports, may testify in court or at other hearings, and conduct basic fire and safety training to other employees. In addition, prior to being advanced to the full journey level, you would be required to satisfactorily complete Academy Training mandated by the Municipal Police Training Council, as well as any other training mandated by law, rules, and/or regulations.

Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC) which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
