Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent permanent service as a Senior Internal Auditor; OR one year of permanent or contingent permanent service as a Senior Accountant, Senior Auditor, Senior Examiner Municipal Affairs, State Program Examiner 1; State Program Examiner 1 Fiscal or Tax Auditor 1 and eligible for transfer under Section 70.1 of the Civil Service Law; OR one year of permanent or contingent permanent service in a position allocated to a Grade 16 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
Provisional Candidates: Either 1. A bachelor's degree and two years of auditing experience;*
Or 2. a master's degree and one year of auditing experience.*
3. certification as an Internal Auditor by the Institute of Internal Auditors (IIA); Certified Information Systems Auditor (CISA); Certified Information Systems Security Professional (CISSP); or licensed as a Certified Public Accountant (CPA).
* Auditing experience must include two of the following:
• The examination and evaluation of an organization's internal controls, accountability, and integrity.
• The examination and evaluation of an organization's ability to carry out its responsibilities economically, efficiently, and effectively.
• The examination and evaluation of an organization's ability to accomplish its objectives consistent with its policies, procedures, and mandates.
These duties must have included conformance with detailed audit plans; collection, analysis and documentation of findings in audit work papers; and preparation of audit results and documentation including appropriate written and verbal recommendations.
Preferred Qualifications
Three years of experience conducting internal audits or program research, review and appraisal in a health insurance related program; Proficiency with Excel and Access; Experience with document review outcomes and gathering support documentation; Ability to handle multiple tasks/ meet deadlines.
Duties Description The incumbent of this position will report to the Associate Internal Auditor. Specific duties may include: Examine source documents, records and reports related to the operation of the NY State of Health Marketplace; Evaluate and appraise Marketplace operations for compliance with established policies and procedures, including those required by federal law and regulation; Conduct detailed review of the system of management controls related to the collection, aggregation and distribution of premiums for the Small Business Health Options Program or SHOP; Perform detailed review of performance and outcome metrics related to the Marketplace; Prepare reports and recommendations; Recommend corrective action, when necessary.
