Minimum Qualifications Interested candidates must be a current NYS employee eligible to transfer under Section
52.6 or 70.4 of the Civil Service Law or reachable on the BSA 1 or appropriate Civil
Service eligible list (PATT, PCO).
To be eligible to transfer under 52.6, candidates must have one year of permanent
Competitive service in a qualifying title allocated to a grade 16 or higher
To be eligible to transfer under Section 70.4, candidates must have one year of permanent competitive service in a position allocated to a SG-11 or higher and possess a bachelor’s degree’ and have standing on the Professional Career Opportunities (PCO) eligible list.
Candidates may be required to serve a 2-year traineeship that leads to the grade 18 position. The traineeship would include SG-13 Trainee 1, SG-14 Trainee 2 and after successful completion of the two-year traineeship advance to the SG-18 level.
Duties Description Business Analyst Activities
• Learn and understand the processes for maintaining Annual Financial Report, Justice Court, Public Authorities Reporting and Property Tax data, as well as other Division applications and data.
• Participate in requirements gathering for the Data Modernization project, as well as any other new and ongoing Division applications. From these sessions, create the Context Diagrams and Requirements Traceability Matrices.
• Develop test plans and perform testing against the Requirements Traceability Matrices.
• Participate in developing the to-be state, identifying and documenting the scope of the changes.
• Review and assist in documenting the as-is state of other Division applications and processes
• Communicate and clarify user requirements with appropriate developers.
• Plan and perform system research and gather information.
• Perform data mining.
• Validate requirements.
• Test data reports and new system features as assigned, in a variety of test environments.
• Complete work assignments to ensure that deadlines, business owner initiatives and legislative goals are met.
• Participate in ongoing meetings with internal and external partners and consultants.
• Communicate with IT, functional staff and stakeholders as needed.
Training and Technical Assistance
• Provide technical support assistance as requested.
• Continually create, review, revise, and update technical documentation.
• Develop content for training sessions and user groups as assigned.
• Provide training on systems, applications and data access through formal and informal training sessions as assigned.
