Minimum Qualifications Must be immediately reachable on the Civil Service eligible list or eligible for transfer under Section 52.6 of the Civil Service Law. A permanent non-competitive appointment may also be made pursuant to Section 52(7) of the Civil Service Law, if three or fewer qualified candidates in the department promotion field apply for this position. Qualifications for a non-competitive promotion for this title include: Professional engineer's license and: Promotion: Two years of permanent service either (a) as a Senior Building Electrical Engineer or (b) in an engineering position in Grade 23. The eligible list consisting of candidates qualifying under option (b) will not, be used until the list consisting of candidates qualifying under option (a) is exhausted. Open Competitive: Four years of engineering experience in the preparation and checking of electrical layouts on building plans* including at least two years of important supervisory responsibility.
Duties Description The incumbent will report directly to the Director of Architecture and Engineering. Duties include:
• Conduct analyses of electrical and elevator systems at existing housing developments under HCR regulatory supervision. Analysis shall include assessments of conditions and anticipated remaining useful life of systems, compliance with building codes and budgets for proposed or anticipated capital repairs, replacements and upgrades of systems and their elements.
• Attend meetings with housing developments and other HCR units to plan scope, budgets and schedules of capital projects.
• Assist housing developments in obtaining the services of professional engineers to perform planning, design and construction oversight of complex electrical elements and elevator modernization projects. Assistance may include preparation of requests for proposals, submission of lists of qualified design firms and analysis of proposals from responding firms.
• Conduct reviews of design documents for technical merit and regulatory compliance. Review bids received and assess proposed contract awards.
• Review construction progress reports, and conduct field inspections of construction projects. Review payment applications and change orders. Review contract close-out documentation and maintain records of completed project information.
• Develop design standards related to electrical and elevator systems to be used by existing HCR-supervised and new (proposed) housing developments seeking HCR funding.
• Attend meetings, including site assessments, with development teams requesting HCR funding for new developments.
• Review funding applications for technical merit and compliance with funding program requirements.
• Review contract documents and prepare A&E Bureau sections of regulatory documents for funded development projects.
• Provide oversight of A&E Construction Monitors at development projects, monitor project schedule, budget and payment requisitions, and review and approve change orders. Review contract close-out documentation and maintain records of completed project information.
• Bureau administration duties shall include the processing and assignment of Management Bureau Request for Review Transmittals to other staff for their technical reviews.
