Minimum Qualifications One year of permanent competitive service as an Office Assistant 2 (Keyboarding) or one year of permanent competitive service in an office assistant, clerical or keyboarding title allocated to Grade 7 or higher eligible for transfer under Section 70.1 of the Civil Service Law or be currently reachable for appointment from the Office Assistant 2 (Keyboarding) eligible list. Transfer candidates will be required to demonstrate keyboarding proficiency by passing the keyboarding performance test.

Duties Description The incumbent in this position reports directly to the Office Assistant 3.

Tasks relate to the production of the State Register, Official Compilation of Codes, Rules and Regulations (NYCRR), and DOS publications. They include:

1. Manuscript Preparation. Use the DAR’s Phoenix database to obtain the most current NYCRR pages including all related pages (i.e., historical notes). Follow rule making agency’s instructions for deleting and inserting. Conform copy to NYCRR style. Update Tracking Record Database (TRD) card file on computer for historical purposes.

2. Proofread. Work is done in pairs. Incumbent will either be reading the manuscript or marking the galley copy. Review entire page to check for accuracy according to Register and NYCRR style. Proof for typographical errors. Standard proof notations are used.

3. State Register. Compare e-filed (uploaded) xml on Phoenix database with paper copy of rule making. Edit form marking any amendments for entering purposes. Inform supervisor of discrepancies and meet deadlines.

4. Register Logging In. Rule makings are e-filed (uploaded) by agencies into DAR’s Phoenix database. Incumbent must check Phoenix for filings, perform a review, and print needed copies. Must keep track of filings. If agency does not e-file rule making, incumbent must key in pdf form, save and upload to Phoenix. Check NYSRegister mailbox at end of submission week. Print and log in miscellaneous notices for Register. Edit miscellaneous notices according to Register style. Run various reports from TRD and ensure they are correct. Send e-mail acknowledgments to submitting agencies.

5. NYCRR Logging In. Log in (hard copy) NYCRR filings submitted by agencies matching them to e-filed rule makings. Review certification ensuring all information is correct. Update incorporation by reference library when needed. Accurately capture pertinent information for filings and enter into the TRD and logbook.

6. NYCRR/Register Searches. Using historical volumes (past filings that are still in-house), TRD card file and past issues of the NYS Register, recreate sections of the NYCRR as were in effect at any given time. Create entry in logbook. Fax, mail or e-mail information to requestor. These “searches” are performed for the general public and State and local governments.

7. Establish and maintain clear, concise and effective communications with production staff to enhance the production of the Register and NYCRR.
