Minimum Qualifications MINIMUM QUALIFICATIONS:

REASSIGNMENT: One year of permanent competitive or 55b/c service as an Associate Accountant.

§70.1 TRANSFER: One year of permanent competitive or 55 b/c service in a title SG-23 eligible to transfer under section 70.1 of the Civil Service Law. Candidates must have a bachelor’s degree or higher with 24 credit hours in accounting and/or auditing.

ELIGIBLE LIST APPOINTMENT: Candidates who are reachable on the Associate Accountant eligible list may be considered for appointment.

Duties Description The New York State Education Department’s (NYSED) Rate Setting Unit (RSU) is seeking applications for an Associate Accountant. The RSU is responsible for working with providers and constituents to facilitate the rate setting process and developing reimbursement rates for approved providers of special education programs for preschool and school age students with disabilities in accordance with Part 200 of the Commissioner’s Regulations. The incumbent of this position will process various reports and financial statement submissions by pre-reviewing, editing, correcting errors, applying necessary adjustments, communicating with providers, reviewing calculated tuition rates and tracking the document through processing stages. Other duties of this position will include, but are not limited to, the following:

• Calculate and process accurate and timely tuition rates for assigned providers in accordance with applicable statutory and regulatory provisions, the Consolidated Fiscal Reporting and Claiming Manual, the Reimbursable Cost Manual, the approved tuition rate setting methodology, and unit protocols;
• Provide technical assistance to the field about rate-setting, including details of a specific provider's tuition rate calculations;
• Assist providers with questions concerning the Consolidated Fiscal Report, Reimbursable Cost Manual, Consolidated Fiscal Reporting and Claiming Manual and other office policies and procedures;
• Meet with providers, as necessary;
• Review reconciliation tuition rate comments and waiver requests;
• Gather and analyze supporting documents and prepare results to be submitted to the Division of the Budget;
• Participate in audit conferences when an assigned provider is being audited;
• Follow up on final audit reports affecting subsequent tuition rates;
• Supervise and train Senior Accountants; and
• Perform special analysis assignments and coordinate projects or field trainings, as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Filling of this position is contingent upon Division of Budget approval. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

*Leads to a maximum salary of $85,635 based on annual performance advances.
