Minimum Qualifications Preferred Qualifications: A master’s degree is preferred. Ten (10) years in a senior management position dealing with a wide range of IT issues including both IT operational and system development experience, performing systems integration, and managing multi-million dollar budgets resulting in delivery of efficient and cost effective services that meet business needs. Candidates must possess excellent interpersonal, organizational and communication skills.

Duties Description The New York State Department of Financial Services (DFS) is seeking experienced candidates for Executive Director of Information Technology to serve on the Executive Management team. Under the general direction of the Superintendent of Financial Services and the Chief of Staff, the Executive Director will provide vision and leadership for the strategic integration of information technology initiatives that align with the mission of the Department.

The Executive Director will oversee the planning and implementation of IT systems in support of DFS’s operations by leveraging current technology in order to drive innovation, improve cost effectiveness, service, quality, and mission development. Moreover, the successful candidate will oversee the safeguarding of the organization’s assets, and that appropriate practices are in place for business community purposes. Other duties include, but are not limited to:

•Participate in strategic and operational governance processes of the Department as a member of the senior management team. Make recommendations in formulating policies regarding appropriate IT usage to effectively integrate the Department’s systems and enhance accessibility to all customers, balancing IT requirements against available financial resources, productivity and efficiency needs.

•Provide technical and leadership experience to implement the Department’s strategic development of its goals and priorities.

•Develop, track and control the IT annual operating and capital budgets.

•Assess and analyze the needs of the business units and recommend priorities for studies, systems designs and implementation including computer operations, data management, systems design/analysis, systems programming, application programming, networks and technical support.

•Ensure that an appropriate level of security exists for all automated information systems and that all staff are adequately trained in cybersecurity protocols in order to ensure the protection of the Department’s electronic data and information.

•Keep current with trends and issues in the IT industry, including current technologies and prices. Advise, counsel and educate executives and management on their competitive or financial impact.

•Partner with Director of Risk Management to develop and execute an enterprise-wide disaster recovery and business continuity plan.

•Supervise recruitment, development, retention and organization of all IT staff in accordance with the Department’s budgetary objectives and personnel policies.

•Develop and maintain an IT organizational structure that supports the needs of the Department.

•Develop strategies to manage the design, development and tactical implementation of the Department’s IT initiatives. Identify opportunities for cost-effective investment of financial resources in IT systems including staffing, sourcing, purchasing and in-house development.

•Approve, prioritize and control projects and the project portfolio as they relate to selection, acquisition, development and installation of major information systems.

•Ensure that IT system operation adheres to applicable laws and regulations.

•Review hardware and software acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale.

This position will be filled in either Albany or NYC – travel to alternate location will be required.
