Minimum Qualifications One year of permanent competitive service as a Senior Attorney; or one year of permanent competitive service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

Duties Description The Senior Attorney provides legal support to the Division of Building Standards and Codes which administers the Uniform Fire Prevention and Building Code (Uniform Code) and State Energy Conservation Construction Code (Energy Code). Legal tasks include: assisting with drafting regulations that prescribe minimum standards for administration and enforcement of the Uniform Code; assisting regional boards of review to handle complex legal questions; reviewing and ensuring proper code administration and enforcement in municipalities; dispensing legal advice to the Division’s Director and staff, the Deputy Secretary, and the public; reviewing code interpretations before issuance; attending quarterly meetings of the State Code Council where code revisions and municipal petitions to adopt more restrictive local standards are considered; ensuring a process for manufactured home manufacturers, sellers, installers, servicers and purchasers to resolve disputes; and reviewing contracts with the International Code Council for Codes-related services. The senior attorney will also perform basic legal tasks such as opinion writing, drafting and reviewing legislation, providing litigation assistance, and responding to FOIL requests.
