Duties Description The Office of Mental Health (OMH) is recruiting to fill the position of Associate Budgeting Analyst, Grade 23, in the Office of Financial Management, Community Budget and Financial Management Group. The incumbent will be assigned to a wide range of budget development and execution activities.
Duties to be performed may include, but are not limited to, the following:
• Responsible for budget development and execution activities for non-residential programs/funding sources including preparing base level budget estimates for the budget request, analyzing policy changes and savings proposals for the Executive Budget, and developing fiscal estimates for legislation or program initiatives.
• Responsible for administering all budget implementation and spending plan activities for non-residential programs/funding assignments including spending plan updates to the OMH Aid to Localities Financial System (ALFS) by program, at the county/provider level of detail, and reviewing for consistency with the Enacted Budget.
• Conducting fiscal and policy analysis for special projects and budget initiatives including budget savings initiatives for non-residential programs and changes to existing fiscal and program policies.
• Monitoring and updating cash spending projections for Non-Residential programs including budget development and execution and updating OMH's spending plan guidelines which include the rules/control points and fiscal reporting requirements for counties and providers.
• Conducting training sessions for staff from providers, county mental health departments, and OMH field offices on various fiscal procedures and policies.
• Conducting periodic reviews of regulations and rules to determine if any technical changes, or changes required by any budget or legislative initiatives are required and conducting periodic internal control updates and testing.
• Participating in workgroups which are established to develop and evaluate changes in methodologies for financing the provision of mental health services.
• Coordinating journal vouchers for Medicaid transfers including tracking and supporting documentation.
• Participating in Statewide Financial System (SFS) Workgroups to update and maintain the data linkage between OMH's Aid to Localities Financial System and SFS.
• Responding to inquiries from counties and providers regarding a wide range of fiscal related questions relating to non-residential programs and providing fiscal advice and support to OMH's Long Island Field Office staff.
• Reviewing and approving financial plans from the Nassau and Suffolk county departments of mental health for compliance with OMH's State aid approval letter allocations and spending plan guidelines.
• Conducting the fiscal review and approval of direct OMH contracts in the Long Island region for compliance with OMH's State aid allocations, fiscal contracting guidelines, and spending plan guidelines.
• Assisting in the fiscal review and approval of contracts for compliance with OMH's State aid allocations, fiscal contracting guidelines, and spending plan guidelines.
• Reviewing and ranking Request for Proposals for new or expanded programs in Long Island.
• Analyzing and approving property cost estimates for community residence programs in Long Island.
• Monitoring not-for-profit agencies who are financially distressed.
