Minimum Qualifications Minimum Qualifications Interested candidates must be reachable on the Professional Accounting and Auditing Positions eligible list or currently an employee of New York State eligible to transfer under Section 70.1 or 70.4 of the Civil Service Law.
To be eligible for a 70.1 transfer to a Sr. Accountant, SG-18, a candidate must:
Have one year of permanent, competitive service in a qualifying title, a bachelor’s degree and 24 credit hours in accounting/auditing courses.
To be eligible for a 70.1 transfer to an Accountant Trainee, a candidate must:
Have one year of permanent, competitive service in a qualifying title, a bachelor’s degree including 24 credit hours in accounting and/or auditing courses.
To be eligible for a 70.4 transfer to an Accountant Trainee, a candidate must:
Have one year of permanent, competitive service in a position allocated to a grade 12 or higher, and Meet the open competitive minimum qualifications of the position, and
Have passed the Professional Positions in Accounting and Auditing examination.
To be eligible for a 70.4 transfer to the Sr. Accountant, SG-18, a candidate must:
Have one year of permanent, competitive service in a position allocated to a grade 16 or higher and Meet the open competitive minimum qualifications of the position, and have passed the professional positions in accounting and auditing examination.
To be eligible to transfer from an Accountant Aide to an Accountant Trainee 1, the candidate must:
Have one year of permanent competitive service as an Accountant Aide, and 24 credit hours in accounting/auditing.

When determining eligibility for transfer, the Office of Human Resources will confirm trainee level.
Duties Description Reconcile several Common Retirement Fund (CRF) investment accounts and several NYSLRS accounts including Employees’ Retirement System (ERS) pension, ERS general, Police and Fire System (PFRS) general and Group Life Insurance Program (GLIP) accounts
• For each account, reconcile daily balances and maintain a detailed listing of all discrepancies. Research discrepancies and work closely with other units to resolve discrepancies. Maintain the “CashPad” on a daily basis. Provide backup support as necessary for daily remittances. This includes performing the daily General Ledger download, verification of cash balances for CRF, ERS, GLIP, and PFRS to the GL, reconciliation of federal withholding tax liability deposits and processing receipt of cash wire transactions. Communicate daily with internal OSC staff members, custodian bank staff, and Investment Accounting staff
Assists in the maintenance of the General Ledger
• Prepare, approve, review, and enter various transactions into the GL on a daily/monthly basis. Verify CRF clearing accounts and equity accounts and reconcile to subsidiary accounts before entry; maintain a log of journal entries created in the GL.
Calculate and initiate the daily funding transfers for the various CRF and NYSLRS accounts. Communicate transfer amounts to investment staff and custodian bank
• Calculate daily funding requirements for CRF and NYSLRS accounts based on account balances and expected disbursements. Communicate the daily funding transfer amounts to the staff at custodian bank and PICM. Initiate the daily funding transfers to and from the appropriate accounts in JP Morgan Markets web-based application.
Perform month-end pension payroll data tracking, calculations, and reconciliations
• Update month-end spreadsheets when data becomes available, calculate month-end EFT funding requirements, forecast month-end pension payroll entries, and reconcile the Accounts Payable pension accounts.
Assist Associate Accountant with research and reconciliation of various accounts in all NYSLRS’ systems and makes adjustments as required
• Review variances and issues identified by the Associate Accountant and create adjusting journal entries.
Prepare report of monthly account balances for submission to Tax & Finance – Treasury Department, for inclusion in the state’s monthly financial reports
Support and collaborate with a dynamic group of internal and external business partners.
Participate in a team of professional accountants in a deadline driven environment.
