Minimum Qualifications Interested candidates must be reachable on the Professional Accounting and Auditing Positions eligible list or currently an employee of New York State eligible to transfer under Section 70.1 or 70.4 of the Civil Service Law.

Transfer via 70.1
To be eligible for a 70.1 transfer to a Sr. Accountant, SG-18, a candidate must:
Have one year of permanent, competitive service in a qualifying title, a bachelor’s degree and 24 credit hours in accounting/auditing courses.

To be eligible for a 70.1 transfer to an Accountant Trainee, a candidate must:
Have one year of permanent, competitive service in a qualifying title, a bachelor’s degree including 24 credit hours in accounting and/or auditing courses.

Transfer via 70.4
To be eligible for a 70.4 transfer to an Accountant Trainee, a candidate must:
Have one year of permanent, competitive service in a position allocated to a grade 12 or higher, a bachelor’s degree including 24 credit hours in accounting and/or auditing courses, and Meet the open competitive minimum qualifications of the position, and Have passed the Professional Positions in Accounting and Auditing examination.

To be eligible for a 70.4 transfer to the Sr. Accountant, SG-18, a candidate must:
Have one year of permanent, competitive service in a position allocated to a grade 16 or higher. A bachelor’s degree including 24 credit hours in accounting and/or auditing courses, and
Meet the open competitive minimum qualifications of the position, and have passed the professional positions in accounting and auditing examination.

To be eligible to transfer from an Accountant Aide to an Accountant Trainee 1, the candidate must:
Have one year of permanent competitive service as an Accountant Aide, and 24 credit hours in accounting/auditing.

When determining eligibility for transfer, the Office of Human Resources will confirm trainee level. Depending on qualifications, candidates may be required to serve a 2-year traineeship that leads to the journey level, grade 18 position.

Duties Description Cash management and banking implementation
• Initiate funds transfers and prepare accounting documentation support.
• Prepare and initiate daily ACH deposits and withdrawals from various bank accounts for concentration into the General Checking Account.
• Verify all transactions posted to the General Checking Account.
• Monitor the collateral pledged by each bank to ensure all NYS bank account balances are fully collateralized.
• Update the securities held and the collected balance position for each bank daily.
• Determine the collateralized positions for State deposits.
• Maintain the bank account analysis of various banks for use in the preparation of the quarterly bank compensation report.
• Maintain banking rules and accounting templates in the Statewide Financial System for hundreds of bank accounts.
• Prepare and distribute the bank account inventory.
• Prepare and gather reports for the annual securities audit.
• Authorize acceptance or release of any transactions to escrow account holdings.
• Prepares and submits changes to the Guide to Financial Operations for necessary communications on banking and cash management process updates.
• Responsible for contributing to and executing policies and procedures related to the cash management of the State’s receipts and disbursements.
• Researches accounting issues and problems to formulate a solution.
• Strives to develop an understanding of policies and procedures performed in the Bureau related to fund accounting, revenue accounting, tax accounting, financial management, and reporting on a cash and modified accrual basis of accounting.
• Reviews daily and monthly; annual and or periodic reports for accuracy and completion.
• Review cash management transactions in the various modules in the Statewide Financial System for appropriateness and accuracy.
• Monitor compliance with state budgetary and “enabling” legislation, the Guide to Financial Operations, Bureau policies and procedures, and internal controls.

Legislation review and implementation
• Responsible for the review, analysis and interpretation of legislation, including appropriation (budget) bills, Article VII (language) bills, SFL updates, and relevant government and public industry laws and regulations pertinent to the Cash Management Unit within the Bureau of State Accounting Operations (BSAO).
• Establish, maintain and develop a knowledge of SFS accounting control records.
• Establish coding and accounting structure (such as fund, program code, account, projects, etc) within BSAO, SFS Chart of Accounts Team and agencies where necessary.

Execution and communication
• Responsible for contributing to and executing policies and procedures related to the Cash Management Unit within BSAO, and understanding and implementing federal and state mandates enacted by the State Legislature and Federal Government.
• Assist in the development of operational advisories or issue papers for distribution to accounting managers and agency finance officers as they pertain to Section assignments.
• Under the guidance of supervisor and/or management, independently see projects through to completion and provide unsolicited status updates when necessary.
• Strive to develop an understanding of policies and procedures performed in the Bureau related to budgeting, fund accounting, revenue accounting, tax accounting, financial management, and reporting.
• Maintain liaison with Bureau sections, other OSC units and external customers (e.g. State and Federal agencies, the Division of Budget, other OSC Bureaus and Divisions) – give current and accurate advice on the Statewide Financial System, State Finance Law, OSC Policy & Procedures and State Budgeting process.
• Correspond in a professional manner by email and in writing when appropriate

IT accounting integration
• Apply desktop resources and training to promote personal and organizational efficiencies.
• Become proficient in use of desktop technology via progressive experience and available training.
• Become proficient in data query, analysis and interpretation using various IT tools available including the Statewide Financial System, FirstNY Datawarehouse, Analyze NY and current applications and data tools.

New initiative development and integration
• Provide unsolicited status updates and performance measurements to supervisor and Section Management when appropriate.
• Assist managers/team leaders in development and implementation of Section strategic plan initiatives.
• Recommend improvements as procedures and/or processes are reviewed and/or changed or as appropriate.
