Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: One year of permanent competitive or 55b/c service as an Associate in Higher Education Opportunity.
Eligible List Appointment: Candidates who are reachable on the civil service eligible list for this title may be considered for appointment.

Provisional Appointment: If the eligible list has fewer than 3 acceptors, a provisional appointment may be considered. For provisional appointment, candidates must either: 1) a master’s degree AND five years of professional experience in an education program designed for secondary and/or post-secondary students who are educationally or economically disadvantaged, are members of a minority group, or are members of a group traditionally under-represented in the licensed professions. Three years of this experience must include: management responsibility in a comprehensive higher education program sponsored by or at an accredited college or university, a state or federal education department, or a not-for-profit agency that provides access to and support during the completion of a post-secondary program, certificate, or degree OR 2) a master’s degree AND five years of professional experience in an education program designed for secondary and/or post-secondary students who are educationally or economically disadvantaged, are members of a minority group, or are members of a group traditionally under-represented in the licensed professions. Three years of this experience must include: experience in evaluation or research related to the enrollment and retention of students who are educationally or economically disadvantaged, are members of a minority group, or are members of a group of traditionally under-represented that are in an education program.

Non-Qualifying Experience: Experience solely as a special education teacher or solely as a tutor for at-risk students is not qualifying.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy (OEP) is seeking to fill an Associate in Higher Education Opportunity position within the Office of Family and Community Engagement. The Associate in Higher Education Opportunity will be responsible for the comprehensive administration and coordination of the My Brother’s Keeper (MBK) Teacher Opportunity Corps II (TOC II) program. Duties of this position will include, but are not limited to, the following:

• Coordinate the administration of the MBK TOC II grant program with colleges, schools and community based organizations;
• Conduct professional development and training related to the national MBK initiatives and the New York State MBK initiatives;
• Review, analyze and approve project work plans, budgets and amendments to ensure their compliance with New York State MBK TOC II initiative;
• Coordinate the development of evaluation processes and procedures for the MBK TOC II program;
• Coordinate and collaborate MBK TOC II with other New York State MBK initiatives and the development of NYS MBK Regional Community Network;
• Provide technical assistance to assigned postsecondary institutions through timely review of risk assessments, reports, site visits and day-to-day communications;
• Coordinate administrative and fiscal processes and procedures for MBK TOC II program with offices within NYSED;
• Develop, maintain and update program guidelines, request for proposals, interim and annual reports, program evaluation and reporting forms and formats as necessary;
• Coordinate the administrative process to collect and analyze student performance data, with the objective of recommending program improvements on both the State and local project levels;
• Coordinate the development and preparation of reports to the New York State Board of Regents, NYSED Commissioner, New York State Governor and New York State Legislature, as appropriate; and
• Maintain familiarity with appropriate New York State legislation and regulations, conducting review and analysis of proposed legislation and regulations for recommendations to amend legislation and or regulations.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or provisional appointment. Filling of this position is contingent upon Division of Budget approval. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

*Salary leads to $97,632 through annual performance reviews.
