Minimum Qualifications Minimum Qualifications

Bachelor’s degree and a valid real estate appraiser’s license with three years of relevant experience or a bachelor’s degree and at least three years of real estate transacting experience, with a focus on commercial leasing. Associate’s degree may be considered for candidates who have a valid real estate appraiser’s license or a valid real estate broker’s license and at least five years of relevant experience. Other combinations of education and relevant experience may be considered. Appraiser’s license is required for candidates without a degree. Must possess a valid driver’s license.

Preferred Qualifications

Bachelor’s or Master’s degree in Real Estate, Business Administration, Construction Technology, or related fields with a valid real estate appraiser’s license and at least three years of real estate transaction experience focused on commercial leasing. Real estate experience which involved construction, commercial leasing, and/or development (as opposed to experience solely in the area of residential sales). Understanding of the New York State process for approval of contracts, acquisition and sale of real estate. Must possess a valid driver’s license.

Duties Description Primary Purpose

Working independently, the Real Property Analyst assists DASNY clients in the purchase, lease, sale and/or valuation of property and/or facilities.

Essential Functions

• Work with various regional offices and the central administration of OPWDD and OMH to identify, evaluate and secure, through lease or acquisition, the various residences and commercial spaces that will suit the unique needs of individuals with physical disabilities, mental disabilities and/or psychological conditions, as identified by staff of the Office for People with Developmental Disabilities (“OPWDD”) and/or New York State Office of Mental Health (“OMH”).
• In consultation with DASNY clients, conducts searches for and evaluations of potential residential and commercial sites based on the needs and objectives of OMH and OPWDD.
• Review and analyze residential and commercial appraisals.
• Negotiate the business terms of property leases. These terms may include the services that the landlord will supply and the aspects for which the applicable DASNY client agency will be responsible. Construction and fit-out may also be incorporated into the terms of a commercial lease.
• Coordinate and manage the tasks of various parties involved in the purchase or lease of property within the New York State approval process. These parties include architects, engineers, appraisers, title abstract companies, landlords, landowners, attorneys, the State Attorney General’s Office, the State Division of the Budget, the Office of the State Comptroller and client agency staff.
• Coordinate with DASNY clients and the Director to manage a pipeline of current and future projects to ensure that they are completed in an effective and timely manner.
• Assist client agencies in the assessment, valuation and sale of surplus property.
• Conduct regular site visits as well as participate with clients at landlord related meetings around New York State.
• Supervise, coordinate, manage and report to Director on status of assigned lease portfolio to ensure effective and timely completion of assigned projects.
• Analyze information, make recommendations and develop reports relating to Real Property leasing
• Review and oversee the work of the Real Property Specialist.
• Provide back-up to other Real Property Analysts.

Other Duties and Responsibilities

• May train and evaluate employees.
• Assist with the development, documentation and implementation of procedures.
• Assist with the assessment/development and implementation of internal controls and participate in the review and testing of same.
• Undertake special assignments as directed.
• Must maintain regular attendance in accordance with DASNY attendance and leave policies.
• Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).

Supervision

May supervise one or more employees.


Additional Comments Physical/Mental/Visual Demands

Frequent travel is required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Overtime or extended work hours may be required.

Standard office environment, with periodic visits to property sites. Requires the use of one or more of the following: PC, telephone, fax machine, printer, copier, scanner, electronic stapler, financial calculator, date stamp, shredder.

**Please note: This position rates location differential income. Salary range begins at $57,927 and is commensurate with experience.
