Minimum Qualifications MINIMUM QUALIFICATIONS:
There is no Civil Service eligible list for this title. In order to qualify for provisional appointment candidates must have one year of permanent competitive service in a personnel administrative position at a Grade M-1 or higher. To qualify for a permanent appointment under Section 52.6, candidates must have one year of permanent competitive service in a Grade 662 or higher in a title designated as 52.6 transfer eligible.
NOTE: If the number of interested candidates is three or fewer, a competitive examination will not be held and the agency at its discretion may nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.
Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
The Associate Director of Human Resources 3 will function as an Assistant Director and will be responsible for assisting the Associate Director of Human Resources 4 with administering, managing and coordinating the human resources program for OPWDD, specifically in the area of Personnel Management. The responsibilities of the position include, but are not limited to: Recruitment, Examination Planning; Benefits Administration, Timekeeping, Workforce deployment, etc.
Duties and responsibilities include, but are not limited to the following:
• Provide technical assistance and guidance to OPWDD managers regarding interpretation and implementation of various personnel policies/procedures, State and Federal regulations, Civil Service Law, labor agreements, etc.
• Engage and build good working relationships with intergovernmental agencies including, but not limited to Department of Civil Service, the Division of the Budget and the Center for Recruitment and Public Service in activities such as: freeze waiver requests, recruitment and hiring, examination planning, classification and compensation, health and safety, etc.
• Provide reports, analyze data and provide recommendations where needed.
• Manage performance management and improvement systems proactively.
• Manage the Central Office HR operations as well as provide advisement to the 14 statewide local HR offices, as needed.
• Monitor the status of all Central Office recruitment prospects; may participate in screening, interviewing and hiring process for executive level positions.
• Provide direction, motivation and supervision of direct reports.
• Coach staff in the growth and improvement of skills through timely, specific and constructive feedback.
• Support the training and development of employees through execution of training programs and development of training materials, as needed.
• Provide advisement to WTM Regional Directors on strategies to ensure that agency work force needs are met.
• Assist in the development of Personnel policies, procedures and facilitate implementing the same, as needed.
• Work collaboratively with counterparts in other WTM bureaus such as Employee Relations, EEO/Affirmative Action, Training and Staff Development.
• Ensure communication flow and consistency of practice between disparate locations.
