Minimum Qualifications Minimum Qualifications
Bachelor’s degree plus three years relevant experience and including one year supervisory experience or the successful completion of a designated supervisor training during probationary period.
Preferred Qualifications
Bachelor’s degree in Business Administration, Public Administration or a related field, plus three years relevant experience in a large public organization and one year supervisory experience.
Essential Skills
• Advanced knowledge of the building fit-out process.
• Thorough knowledge of construction and operations purchasing.
• Demonstrated ability to work independently and exercise sound judgment.
• Excellent oral and written communications skills.
• Proficiency in PC applications such as Outlook, Excel, Access, Word and PowerPoint.
Supervision
Supervision of employees may be required.
Physical/Mental/Visual Demands
Weekly travel is required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires complex and time-pressured decision-making. Overtime or extended work hours may be required.
Work Environment
Standard office environment, including the use of one or more of the following: PC, printer, copier, electronic stapler/hole punch/date stamp, telephone, fax machine, shredder, scanner.
Duties Description The Dormitory Authority of the State of New York provides financing and construction services to public and private universities, not-for-profit healthcare facilities, and other institutions which serve the greater public good.
Primary Purpose
The Purchasing Coordinator procures materials, equipment, supplies and services for the Authority and its clients.
Essential Functions
• Evaluate purchasing requisitions for compliance with DASNY and statutory requirements.
• Participate in and oversee the timely and efficient preparation and processing of bids, contracts, purchase orders and related documents.
• Ensure compliance with federal, NYS and DASNY regulations, statutes, policies and procedures.
• Provide oversight and/or guidance to the Assistant Purchasing Coordinators, Trainees and clerical staff.
• Coordinate furniture, fixture and equipment deliveries with construction schedules and client requirements, and adjust purchasing schedules accordingly.
• Coordinate the efforts of the Purchasing & Interior Design staff with other DASNY units in the processing of purchase orders and contracts.
• Assist the Interior Design staff in the specification and evaluation of furniture and other commodities.
• Monitor project furniture and equipment budgets.
• Assist Accounts Payable staff and act as liaison with vendors in the receiving and invoicing of goods and services.
• Work with DASNY’s Office of Opportunity Programs to encourage minority- and women-owned business participation in DASNY’s purchasing process.
• Assist in tracking and reporting the Balanced Scorecard measures related to the purchasing function.
Other Duties and Responsibilities
• Identify and apprise management of potential improvement opportunities in the Purchasing process.
• Identify training opportunities for all Purchasing staff.
• May train and evaluate employees.
• Assist with the development, documentation and implementation of procedures.
• Assist with assessment/development and implementation of internal controls, and participate in the review and testing of same.
• Undertake special assignments as directed.
• Must maintain regular attendance in accordance with DASNY attendance and leave policies.
• Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).
