Minimum Qualifications In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description This position reports directly to the Contract Audit Bureau Director, and is responsible for supervising financial and compliance audit activities related to contracts and other agreements with contractors, grantees and other external parties who participate in NYSDOT’s programs. Audits are performed in accordance with generally accepted Government Auditing Standards to assure that State and Federal funds are used in compliance with applicable laws, rules, regulations, polices and procedures; and to assess compliance with specific contract or grant terms.

The incumbent of this position will help lead the Contract Audit Bureau by assisting the Bureau Director in managing all aspects of the Bureau’s audit activities including developing the annual audit plan, assigning work to staff, reviewing audit work for accuracy and completeness, supervising staff and monitoring performance, and overall quality assurance and operational improvement.

The incumbent will be expected to: effectively communicate verbally and in writing with management, staff, consultant CPA firms and auditees among diverse industry and governmental groups; train, develop and guide staff in all aspects of professional auditing; initiate meaningful improvements to auditing policies and procedures; and work effectively with Federal and State agencies, other state Departments of Transportation, local agencies and professional groups on broad professional issues and contract audit standards.

Some overnight travel is required.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
