Minimum Qualifications Appointment to Senior Municipal Personnel Consultant, G-18:
Eligible for a 52.6 transfer.
Appointment to Municipal Personnel Consultant Trainee, NS:
Eligible for a 70.4 transfer or;
55 b/c eligible with a bachelor’s degree
Duties Description Reporting to a Principal Municipal Personnel Consultant, M-2, these positions are responsible for providing technical advice and assistance to the 95 municipal civil service agencies operating throughout New York State. The positions will also analyze requests submitted by the municipal civil service agencies subject to State Civil Service Commission approval. Municipal Personnel Consultant Trainees also participate in focused reviews of municipal civil service agency operations, and conduct research needed to complete specific projects involving the administration of civil service for municipal government positions.
Some specific duties include:
• Reviewing and responding to requests for technical assistance regarding position classification, examinations, preparation of rules resolutions and other matters affecting the proper administration of civil service.
• Preparing and presenting training programs for municipal civil service agency staff and municipal officials concerning proper merit system administration.
• Providing guidance, assistance and advice to various government agencies in matters relating to policies and procedures of the New York State Civil Service Commission.
• Analyzes requests submitted by local civil service agencies to the State Commission for a variety of civil service actions.
• Assists in the review of civil service operations in localities on behalf of the State Civil Service Commission and prepares reports summarizing findings.
• Analyzing and classifying positions in local government including developing job related minimum qualifications.
• Communicates with the Testing Services Division regarding test administration questions, policies and procedures.
• Performs directed research using various resource documents such as Civil Service Law, manuals, memoranda files, etc. for interpretation of policy and informs requesting individuals of findings
