52.6 Transfer:

70.1 Transfer:

70.4 Transfer:
Employees with one year permanent competitive service in a position within two salary
grades and possess a Bachelor’s Degree from an accredited College. Applicants must have
passed the PCO exam. Candidates may be required to serve a 2-year traineeship that leads
to the grade 18 position. The traineeship includes a comprehensive training plan that will be
individualized based on the candidate’s experience.

Duties Description Under the direction of the Project Assistant/Contract Management Budget Specialist, SG-27 the Contract Management Specialist 1, SG-18, will assist in the review, maintenance and compliance of two ongoing NYSRS contacts, one with Accenture for services to modernize NYSLRS Pension Administration System Modernization and the other with KPMG for Quality Assurance services in support of this contract. Additionally, the Contract Management Specialist 1 will directly support NYSLRS effort to engage the services of an external vendor for Security Testing Services of its new Pension Administration System. The incumbent will also be responsible for reviewing contracts and procurement processes for fiscal and programmatic correctness, adherence to policy, compatibility with fiduciary programs and goals, oversight and management of project deliverables and work plans in accordance with existing contract terms and conditions.

The Contract Management Specialist 1 will audit and process contract claims and vouchers, and review contract payments to ensure that they are in compliance with contract terms and that license and warranties are current and conform to rules, regulations and requirements. In additional to contract support activities, conducting specialist studies and research, the incumbent will perform a variety of other functions, including, but not limited to the following:

• Develop or assist with the development and/or negotiation of contracts, RFPs, IFBs, Sole/Single Source Procurements, and other financial and contract related documents:
o Review procurement records and ensure that all applicable laws, rules and regulations are adhered to;
o Monitor, research, maintain and manage existing contracts ensuring project deliverables adhere to all terms and conditions;
o Review budget modifications and contract amendments to determine the impact on the contract and to ensure continued compliance. Resolve minor changes or additions to contracts;
o Prepare reports outlining major changes for resolution by the Project Assistant/Contract Management Budget Specialist;
o Draft written responses to interested parties on contract awards and contract status;
o Conduct cost evaluations and prepare or assist with the preparation of cost evaluation reports;

• Provide guidance, technical assistance and training to Redesign project staff to facilitate the contract and procurement process, ensuring all contract requirements are met:
o Provide guidance to staff on the evaluation and selection process for various procurement methodologies to help prevent bid protests by unsuccessful bidders and to uphold NYSLRS fiduciary procurement policies;
o Develop and maintain an effective working relationship with program and administrative organizations;
o Develop "model" processes to be used by the project as a guideline for excellence in fiduciary procurement methodology.

• Perform on-site and central reviews of contract implementation and performance:
o Draft comprehensive program reports, components of reports, or report summaries that outline findings;
o Resolve problems identified by Redesign project staff or vendors with the contract, RFPs, IFBs, Sole/Single Source Procurements, or other related financial documents;
o Document major or complex issues or problems and refer them to the Project Assistant/Contract Management Budget Specialist;
o Prepare preliminary reports and analysis for contract amendments.

• Monitor voucher payment process for assigned contracts and purchases, ensuring voucher audits are conducted in a manner consistent with contractual payment provisions. Propose changes to existing program guidelines or, as assigned, assist in the development of new contract and procurement guidelines:
o Prepare justifications of selection and maintain complete, detailed procurement records in accordance with applicable rules, regulations and laws;
o Assist in the development, implementation and maintenance of office policies and procedures to monitor and control the contract process and achieve efficiency;
o Participate in the preparation of work plans identifying key deliverables, lead responsibilities and critical dates;
o Participate in the preparation of qualified bidders or vendors lists and in the development of external distribution lists and coordinate the distribution of bid or quote documents;
o Prepare materials for pre-bid conferences;
o Prepare proposed resolutions to outstanding bid issues;
o Review or prepare draft responses to questions raised during the approval process.

• Assist with special assignments and projects including preparing responses for Freedom of Information Law (FOIL) requests; and State, legislative and audit inquiries.
