In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Department of Labor of our intention to conduct a non-competitive promotional examination for the position of Payroll Examiner 3, Grade 18 in Albany. If there are no more than three qualified candidates interested in the position a permanent appointment may be made by non-competitive promotion of an applicant, who meets the minimum qualifications, if a non-competitive promotion examination is approved by the Department of Civil Service.
Minimum Qualifications: New York State Department of Labor employee with one year of permanent competitive service as a Payroll Examiner 2, Grade 15 or former Payroll Clerk 3, Grade 14.
TRANSFER QUALIFICATONS: One year of permanent, competitive service in one of the following transfer appropriate titles: Head Account Clerk, Grade 18, Human Resources Specialist 1, Grade 18, Payroll Analyst 1, Grade 18 or Senior Budgeting Analyst, Grade 18.
Duties Description STANDARD DUTIES: Under the supervision of a higher level Payroll Examiner, the Payroll Examiner 3 will directly supervise clerical staff in performing a full range of payroll processing tasks and activities utilizing the HRIS, LATS and PayServ systems; such as making payroll determinations concerning salaries, miscellaneous payments, deductions, taxes, and other payroll matters to enable employees to be paid correctly. The Payroll Examiner 3 will explain and interpret time and attendance rules (Civil service and DOL regulations) to program managers and agency employees; respond to the complex letters, telephone and email inquiries from various sources and investigate and follow up on all corrections or errors cited by the Office of Comptroller before OSC can clear DOL’s payroll.
