Minimum Qualifications Permanent service in this title, or one year of permanent competitive or 55b-c service in a title SG-25 or higher and otherwise eligible for transfer under Section 52.6 of the Civil Service Law or reachable on the appropriate Civil Service list.

Duties Description Reporting to the Director of Financial Administration, M-4 this position is responsible for the direction, oversight, coordination and supervision of the Budget Unit and Grants Unit within the Office of Financial Services. The incumbent oversees the operations of the Budget Unit including overseeing all aspects of the agency budget and two hosted agency budgets, the Office for the Prevention of Domestic Violence (OPDV) and the State Commission of Correction (SCOC). Duties include overseeing the development of the fiscal plan for the agency budget, reviewing and analyzing budget requests and proposals and overseeing execution and close out of the agency budget.

The incumbent also oversees the operations of the Grants Unit and is responsible for oversight of all DCJS and host agency grant contract and voucher processing, ensuring compliance with federal guidelines and grant restrictions, overseeing the review of local assistance spending plans and the budgeting and monitoring of state operation activities. Additionally, this position has critical responsibilities with the impending transition to the Statewide Financial System (SFS).

Additional Comments Remarks: This will be a permanent appointment to a temporary position. This position is a temporary position which was established for “job-shadow” purposes, as the current Chief Budgeting Analyst will be retiring. It is expected that the candidate selected will eventually be appointed to the permanent position.

Appointment is subject to Division of Budget waiver approval.
