One year of permanent competitive service in a title SG-21 and above designated administrative under Section 52.6 of the Civil Service Law.

Duties Description The incumbent will perform a variety of budget related duties, including but not limited to:

• Supervise a staff of Sr. Budgeting Analysts, including Trainees, in conducting studies of program areas to develop budget estimates and justifications

• Analyze statistical, narrative and/or analytical reports prepared by staff

• Review and analyze new legislation, new programs and proposed changes to existing programs

• Under the general direction of the fiscal officer, prepares the agency’s regular annual operating budget for review and approval by agency administrators and for submission to the Division of the Budget

• Analyze hiring plans for assigned program areas

• Maintain the budget reporting system

• Assist with the preparation of the agency budget requests

• Review and evaluate prior year expenditures

• Prepare written presentations for agency staff

• Supervise the compilation of workload statistics for budget
justification

• Monitor submission of waivers and exemptions on the NYSTEP waiver and/or exemption tracking system and notify managers of approvals

• Retrieve, analyze and present information from the financial management systems

• Personally performs most difficult and/or major assignments affecting agency wide programs
