Duties Description Under the supervision of the Assistant Director of the Bureau of Financial Administration, the incumbent will be responsible for, but not limited to:
Management of agency procurements from initial identification of program need through execution of contract. Includes supervision of staff to support procurement efforts.
Manage the procurement of goods and services, including complex service and technology system contracts, in accordance with applicable New York State laws and regulations.
Develops Invitation to Bids (IFBs), Request for Proposals and Sole and Single Source contracts, to ensure the process clearly and accurately details the goods or services required.
Advise agency program staff on the appropriate method of procurement to meet program goals.
Act as liaison between program area and contractors. When appropriate, along with OSC Legal, negotiate terms and conditions of proposed contracts. Respond to inquiries from the vendor community on contracting process.
Act as liaison with OSC Legal, Office of General Services, Office of the Attorney General and OSC Bureau of Contracts staff as required to coordinate the review and approval of contracts.
Review procurement documentation prepared by staff to ensure that all procurement protocols are followed and that complete records are maintained.
Supervise staff. Manage workload and staff assignments including the delegation of tasks and ensuring assignments are completed in a timely manner.
Proficiently process transactions within the State Financial System (SFS). Utilize SFS for creating contract purchase requisitions and associated purchase orders.
Develop and run queries as needed from SFS. Use information to manage workload and monitor appropriation expenditures.
Consult with the Budget team staff to determine funding availability for procurements. Prepare projections for expenditures and monitor appropriation expenditures throughout the year and for fiscal-year closeout.
Address complex contractual and payment issues as they arise. Act as a resource to program staff on issues of contractual compliance/allowable expenditures.
Assist in the preparation of annual and quarterly procurement-related reports as required by law.
Assist agency’s Freedom of Information Law (FOIL) officer by supplying information and supporting documentation to support agency response to FOIL inquiries.
Assist in the development of procedures to better manage the procurement process to address changing program requirements.
Perform other activities and overseeing special projects as requested by the Assistant Director.
Additional Comments Preferred Qualifications/Desired Competencies:
(1) Knowledge New York State Finance Law and Procurement Council Guidelines.
(2) Demonstrated, preferably at least three years, State procurement experience including acting as project lead for large complex service contracts.
(3) Working knowledge of supervisory practices
(4) Ability to work well with peers and subordinates
(5) Excellent oral and written communication skills
(6) Ability to identify and manage competing priorities; ability to meet deadlines
(7) Strong working knowledge of SFS
(8) Skilled in Excel, Access and Word
