52.6 Transfer: This position is designated administrative under Section 52.6 of the Civil Service Law and may be filled by administrative transfer under that section. Source titles from which transfer may be made, must be designated administrative and be within two salary grades of the target title.

70.1 Transfer: You may be eligible for Section 70.1 transfer to Contract Management Specialist, G-18 if you have one year of permanent, competitive service or have successfully completed a traineeship for a Grade 18 title such as: Administrative Assistant, Property Manager 1, Purchasing Agent, Senior Accountant, Senior Administrative Analyst, Senior Auditor, Senior Budgeting Analyst, Human Resources Specialist 1, Training Specialist 1 or Workforce Programs Specialist 1.

You may be eligible for Section 70.1 transfer to Contract Management Specialist Trainee 1 if you have one year of permanent, competitive service in a traineeship for titles such as: Administrative Analyst, Administrative Assistant, Budgeting Analyst, Human Resources Specialist, Property Manager, Training Specialist or Workforce Programs Specialist.

You may also eligible for Section 70.1 transfer to Contract Management Specialist Trainee 1 if you have one year of permanent, competitive service in titles such as: Administrative Aide, G-13, Agency Program Aide, G-13 or Assistant Purchasing Agent, G-14.



70.4 Transfer: Candidates with one year of permanent, competitive service at salary grade 11 or higher AND a Bachelor’s degree AND a passing score on either the Professional Career Opportunities (PCO) or the Public Administration Transition Test (PATT) may be considered for 70.4 transfer to Contract Management Specialist Trainee 1, eq.-13.

Note: 70.4 candidates must NOT have failed the PCO or PATT exam.

Duties Description Standard Duties:

As a Contract Management Specialist 1, you will assist in the performance of a wide variety of activities associated with contractual, administrative, and fiscal management services. You will also assist with the development, negotiation, tracking and implementation of contracts, RFPs, IFBs and Sole/Single Source Procurements. You will provide guidance, technical assistance and training to agency staff to facilitate the contract and procurement processes, ensuring all control requirements are met, review proposed contracts for fiscal and programmatic correctness as well as adherence to State policy, compatibility with agency programs and goals, and follow-up on proposed contracts throughout the approval process. Additionally, you will monitor voucher payment processes for assigned contracts; assist in the development, implementation and maintenance of office policies and procedures to monitor and control contract processes and complete special projects and assignments, as required
