Minimum Qualifications Provisional: Bachelor’s degree and two years of experience administering or analyzing disability, aging, health, or social services programs for older adults or in the development, delivery or monitoring of long term services and supports (LTSS). OR Six years of experience administering or analyzing disability, aging, health, or social services programs for older adults, three years of which must have been in the development, delivery, or monitoring of LTSS.
Preferred Qualifications
Preferred candidate should have excellent oral and written communication skills; strong analytical skills; the ability to think creatively and strategically; the ability to work independently, as well as in a team environment; proficient in the use of standard office technology and basic Microsoft applications including Word, Excel, and PowerPoint. Bachelor’s degree in business, accounting, public administration, economics, management or a field that is closely related to public health care preferred. Contract management and/or experience reviewing contracts strongly preferred; experience with, or a knowledge of, NYS public health insurance programs (e.g., Medicaid Managed Care, Managed Long Term Care, Child Health Plus) and Medicare preferred. Experience with financial analysis preferred, accounting experience or coursework and an ability to read and interpret financial statements including balance sheets and revenue statements strongly preferred.
Duties Description The incumbent of this position is essential to ensure appropriate fiscal compliance with various regulations and the application of health plan parameters. Working in the Bureau of Managed Long Term Care of the Fiscal Oversight unit, the candidate will serve as liaison between managed long term care plans and DOH regarding all financial issues including financial solvency, plan capacity, capitalization and quarterly and annual cost report submission; provide technical assistance to state agencies, health care providers, advocacy groups, and professional organizations, and assure compliance with state and federal regulations. Tasks include: evaluate the timeliness and accuracy of financial reports submitted by the plans; monitor the financial condition of plans including analysis of their financial operations and compliance with financial reporting requirements; conduct readiness and operational evaluation reviews of plans financial and operating status; evaluate the financial arrangements contained in plan management and provider contracts as well as risk/incentive arrangements negotiated with providers; review plans financial and enrollment projections submitted in Certificate of Authority applications and Service Area Expansion applications; ensure federal and state compliance with relevant statues and regulations; and completing other ad hoc assignments as required by the program administrator.
