Minimum Qualifications This position is in the non-competitive class. The minimum qualifications are: a Bachelor’s Degree and at least four years of post-degree professional experience, working in a governmental setting, which dealt with mental health, health or social service programs/issues. At least two years of this experience must include contract development and monitoring, analysis and monitoring of financial programs, or budget development. A Master’s Degree may be substituted for one year of the general experience.

Preferred Qualifications: candidates with previous experience implementing AOT in other settings (in inpatient facilities, as part of an ACT team, as a county AOT coordinator etc.) are strongly encouraged to apply.

Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a non-competitive Assisted Outpatient Treatment (AOT) Compliance Coordinator, G-25, position in the Division of State-Operated Children’s and Adult Services, Bureau of Special Projects. Under the general direction of the Mental Health Program Specialist 5, the AOT Compliance Coordinator will provide statewide oversight over the implementation of Kendra’s Law. Each county is required to implement an Assisted Outpatient Treatment Program specific to their county service system. The incumbent will provide technical assistance to counties to help ensure that procedures are consistent with Kendra’s Law requirements. Counties face a challenge with assisting high risk/high need individuals in transitioning to, and maintaining residence in community settings. Kendra’s Law was designed to create an additional mechanism to increase access to services for high risk, difficult to engage populations. Specific duties include, but are not limited to, the following:

• Function as liaison to the OMH Regional AOT Coordinators at each of the five OMH field offices who make up the statewide AOT team. Coordinate agendas for monthly video-conference meetings with the statewide team incorporating issues and questions raised by the team.
• Provide technical assistance related to AOT program implementation. Respond to Kendra’s Law inquiries from various stakeholders including county staff designated to implement AOT, inpatient facilities with questions about AOT, family members, etc.
• Ensure the information on the AOT public website is up to date and user friendly. Maintain current contact information for county AOT staff. Update content consistent with amendments to Kendra’s Law.
• Function as liaison with information technology staff to develop and enhance tracking mechanisms required to demonstrate compliance.
• Serve as liaison between OMH Counsel’s Office and OMH fiscal departments to facilitate timely submission of annual AOT fiscal report to the legislature.
• Function as liaison between OMH fiscal departments and Division of Forensic Services to provide technical assistance and monitoring over the other two provisions of Kendra’s Law, the Medication Grant Program and the Transition Management Program.
• Utilize the client specific AOT database against incident reports that are received from the field to alert appropriate staff and to intervene proactively where possible. Promote technology and evidence based practices that will assist clients receiving AOT to remain safely in community settings permanently.
• Initiate, supervise, and participate in interagency conference calls related to AOT cases where counties or petitioners are having difficulty reaching a consensus on the best way to access and implement a service package for the AOT treatment plan.
• Maintain monthly statistical reports for each region. Identify trends that may require further inquiry, monitoring and correction.
• Assist in development and implementation of training curricula for stakeholders to review amendments to Kendra’s Law. Provide technical assistance in implementing such amendments. Training curricula for Judges in particular is required under Kendra’s law.
