OR

Transfer Qualifications:

Candidate must be eligible for transfer under Section 52.6 and 70.1 of the Civil Service Law.

To be eligible to:

• Transfer under Section 52.6, candidates must have at least one year of permanent, competitive service in a qualifying title allocated to a grade 16 or higher.
• Transfer under Section 70.1, candidates must have one year or more of permanent or contingent/permanent service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

Note: Under Civil Service Law, an employee cannot have two (2) consecutive upward Section 70.1 or 52.6 transfers without an intervening list appointment. Appointment will be contingent upon completion of a fingerprint background check before an official appointment offer can be made.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
Office for People With Developmental Disabilities (OPWDD) has an immediate need for two Program Operation Specialist 1 positions to assist with the development, coordination, and implementation of activities necessary for OPWDD to achieve compliance with new Home Community Based Services (HCBS) Settings federal regulations and with OPWDD's HCBS Settings Transition Plan, particularly the heightened scrutiny requirements of the federal rule. Responsibilities of the POS 1 may include, but are not limited to, the following:
• Develop/maintain/revise/monitor the HCBS settings Toolkit on OPWDD’s website.
• Provide technical assistance to providers on the evidence package, analyze evidence materials, and make presentations to senior leadership with recommendations in order to facilitate the public input process for each setting.
• Review and analyze Division Quality Improvement (DQI) site review information against materials submitted by the provider to identify any areas where revisions or further information is needed and follow up with provider agencies to obtain additional information timely.
• Organize and package each heightened scrutiny setting’s materials to best reflect that the setting is eligible for HCBS funding and enter necessary information into data systems and facilitate the public input process.
• Research, develop, draft and implement consistent policies and practices related to HCBS settings statewide in accordance with federal regulations, guidance and the Transition Plan.
• Analyze current regulations and develop new regulations, pertaining to HCBS waiver; develop guidance documents and communication materials for stakeholders; make recommendations and write “white papers”, etc.
• Develop training, formulate projects, disseminate information, respond to inquiries, prepare correspondence, and provide information on HCBS settings and related topics. This includes coordination and presentation of webinars, videoconferences, provider meetings, etc. as assigned.
• Collect, analyze, and compile data from various sources as needed to inform decision making on HCBS settings policies and practices and quality improvement initiatives.
