PREFERRED EXPERIENCE:
The preferred candidate would have experience in all aspects of labor relations work, strong communications skills in both verbal and written form, and excellent interpersonal abilities. In addition, the candidate would have demonstrated skills in logical reasoning, an attention to detail and a proven record of sound judgment.

Duties Description Working under the supervision of a Human Resources Specialist 3 Labor Relations, the requested Human Resources Specialist 2 Labor Relations (SG-23) will perform the full range of labor relations duties within the Bureau of Human Resources. The Human Resources Specialist 2 Labor Relations’ duties will include, but will not be limited to, the following:
• Review all counseling memorandums for consistency, form, and appropriateness;
• Assist and coordinate grievance processing at each Step (e.g., letter writing, e-mail follow-up, coordination of meetings with grievant, union and local management);

• Coordinate and hear Step 2 grievances, develop responses and issue responses as appropriate;

• Prepare Step 3 grievance responses for the Governor’s Office of Employee Relations;

• Develop time and attendance notices of discipline, attend hearings, advocate for management, negotiate settlements, as appropriate and as needed;

• Coordinate, prepare for and conduct interrogations;

• Assist with researching ArbWeb and DART (GOER training and research applications) for case precedent setting decisions, developing Notice of Discipline (NOD) charges, etc.;

• Prepare NOD’s;

• Serve notices of suspensions;

• Participate in settlement negotiations as appropriate for pending notices of disciplines. Prepare settlement agreements/stipulations;

• Implement disciplinary penalties via coordination with personnel administrator, payroll and local program managers (and all proper follow-up notifications to all appropriate parties);

• Attend, coordinate and facilitate Labor Management (L/M) meetings for PEF and CSEA. Review and formulate agendas for PEF and CSEA L/M meetings;

• Coordinate and conduct Unsatisfactory Performance Evaluation Appeal Hearings;

• Field telephone calls from supervisors and employees when they are seeking assistance and advice on certain situations. It’s essential for the Human Resources Specialist 2 Labor Relations to have the ability to assess situations and anticipate how they should be dealt with before they become a crisis (i.e., proactive approach and ideas to minimize issues in the workplace);

• Act as Co-Chair for the local Health and Safety Committee – schedule meetings, request agenda items from committee members, prepare agenda items and distribute prior to the meetings, ensure meeting minutes are taken, and perform walk-throughs of Albany OTDA offices;

• Act as Chairperson for the Employee Assistance Program (EAP) for OTDA.

Additional Comments Appointment will be contingent upon Division of Budget approval to fill. You must be a current NYS employee to apply to this position. A full time, permanent appointment will be made. This position may require travel up to 20%.
