Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 4 (HPA 4), G-29/M-3 OR a Current NYS employee with one year of permanent or contingent-permanent service as Medical Assistance Specialist 3, G-27 and deemed eligible for transfer via Section 70.1 of the Civil Service Law OR in a title at or above Grade 27 or M-2, and deemed eligible for transfer via Section 52.6 of the Civil Service Law.

Preferred Qualifications
Preference will be given to candidates that have backgrounds in data release practices and privacy policies. Experience with solving complex issues requiring coordination, technical understanding, and knowledge of process improvement tactics is preferred. The candidate should possess excellent written and oral communication skills for both technical and general audiences, strong data management and analytical skills, and good organizational skills.

Duties Description The Health Program Administrator 4 will be assigned to the Division of Information and Statistics. The incumbent will direct a broad range of policy and operational activities to help the Division meet its expanding responsibilities to promote health care quality and patient safety through the collection, distribution, analysis and reporting of health-related data. The HPA4 will develop quality improvement and assurance efforts in the areas of data release, data use, and integration. The HPA4 will direct the Division’s policy and compliance activities related to data stewardship, including overseeing compliance with HIPAA, privacy, and security practices. In addition, the incumbent will oversee the Department’s Open Data Program.
