Minimum Qualifications Current New York State Department of Health employee with permanent or contingent permanent service as an Associate Accountant, SG-23; OR current New York State employee with one year of permanent or contingent permanent service in a position allocated to a Grade 23 or above and eligible for transfer under Section 70.1 of the Civil Service Law.
Preferred Qualifications
A degree in Accounting strongly preferred; experience processing fringe benefit and indirect cost invoices generated by the Office of the State Comptroller (OSC); knowledge of financial reporting requirements for federal grants; knowledge of accounting for personal service costs using payroll pools in PayServ; and significant experience transacting, budgeting, and/or reporting in the Statewide Financial System (SFS). Prior supervisory experience strongly preferred.
Duties Description The incumbent of this positon will be assigned to the Accounting Section of the Bureau of Accounts Management in the Fiscal Management Group. They will directly supervise one or more accounting staff. The incumbent will be primarily responsible for supervising and assisting staff responsible for reviewing, processing, and reconciling fringe benefit and indirect cost invoices generated by the OSC based on the Department’s personal service charges to various fund sources. This work involves significant communication with the Department’s budget and program staff, the Business Services Center, the Division of Budget, and the OSC. The incumbent will be the primary liaison for the Accounting Section on all fringe benefit and indirect cost payment issues. Incumbent will need to regularly communicate current outstanding amounts due by fund source and be able to provide reports to management, as needed. Strong interpersonal skills and computer skills are required. In addition to primary duties, the incumbent may be required to assist with various other accounting responsibilities including, but not limited to, federal grant reporting, Time Distribution System (TDS) reconciliations, and maintaining item numbers and payroll pools in PayServ to appropriately account for personal service costs.
