Minimum Qualifications Insurance Examiner Trainee 1 – Candidates must possess a Bachelor’s Degree or higher with a minimum of 24 semester credit hours in accounting and/or auditing.

Insurance Examiner – Candidates must possess aBachelor’s Degree or higher and 24 credit hours in accounting/auditing AND two years of experience in a professional position in claims, underwriting, ratemaking or accounting/auditing with an insurance company, or as a insurance adjuster, agent or broker, or as an auditor with a CPA firm with verifiable experience in auditing insurance companies, or in a professional regulatory position with a government insurance department or agency.

List Appointment: Candidates must be reachable for appointment from the Professional Career Opportunities Select Titles eligible list (List #20-141).

Transfer: Candidates must have one year of permanent competitive or 55b/c service in in a title eligible for transfer in accordance with § 70.1 or § 70.4 of the Civil Service Law. Provisional: In the event that an eligible list proves to have two or fewer candidates willing to accept appointment to a position within a specific geographic location, DFS may nominate qualified candidates for provisional appointment. In order to be eligible for provisional appointment, candidates must meet the minimum qualifications as described above.

Please note that if you are appointed provisionally, your continued employment as an Insurance Examiner or Insurance Examiner Trainee requires that you participate in the next holding of the examination and possess a score which is reachable for appointment. Provisionals who do not participate in the next holding of the examination or who do not possess a score which is reachable for appointment will not be retained.

Duties Description The Department of Financial Services (DFS) is seeking candidates for several positions of Insurance Examiners in various Business Units in Albany or New York City. As an Insurance Examiner in the Life, Health, or Property/Casualty Bureaus, you could be assigned to either a field position or an office position.

If assigned to a field position, you would be part of a team assigned to review internal Department documents and a regulated entity’s filings to gain an understanding of the entity’s operations; review workpapers created by external and internal auditors and created from Sarbanes Oxley processes to gain an understanding of the regulated entity’s key risks and control environment in order to assist in the development of an examination plan and examination matrices; assist in the substantive testing of examination items where controls are either considered weak or the residual risks to the regulated entity remain significant; and review other facets of the regulated entity’s operations to determine the entity’s financial condition. Field positions do require travel.

If you are assigned to an office position, you would assist in the review of annual statements, the investigation of violations and/or complaints against licensees, and the examination and review of underwriting and rating practices. When assigned to the Consumer Assistance Unit, you would be assigned to assist in the the workflow of a complaint/investigation unit and provide input to Senior Insurance Examiners and Associate Insurance Examiners with regard to the more complex cases; inform and work with management staff to address problematic workflow or regulatory trends, oversee outreach efforts; work with internal DFS staff, and the insurance industry to implement programs and initiatives and serve as a liaison to Executive Bureau staff and insurance industry representatives.
