Duties Description The Office for People with Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports, and advocacy to approximately 130,000+ individuals with developmental disabilities in New York State. The responsibilities of Budget Services include the development and negotiation of the annual budget to ensure OPWDD has the resources needed to support the agency’s mission of helping families and people with developmental disabilities live richer lives. In addition to working to ensure the agency has the resources necessary to appropriately fund the major program areas of OPWDD, the budget request process includes preparing savings plans to support the request, preparing budget briefing documents and hearing testimony, and requests for budget initiatives based on Executive Staff priorities.

Budget Services is also responsible for developing spending plans for the district offices, IBR and a variety of Aid to Localities (ATL) programs, such as Family Support Services and Family Care; monitoring the use of resources on Personal Service, Non-Personal Service and ATL programs; assisting in allocating and monitoring the use of residential and non-residential development resources; assisting in the development of allocation methodologies for new resources, and the implementation and monitoring of budget initiatives and the agency spending control process.



PRIMARY DUTIES AND RESPONSIBILITIES:

Under the direction of the Director or Assistant Director of Budget Services the Chief Budgeting Analyst will:

• Coordinate the development, presentation, and implementation of the agency’s State Operations budget request
• Review and respond to requests for information from the Division of Budget, agency administration, and other agency units
• Assist Director and/or Assistant Director in providing advice to agency management on development of budgetary policy, fiscal reporting, cost effectiveness of State Operations programs and budget priorities
• Supervision of all State Operations staff and unit activities, including the preparation of budget requests and DDSO spending plans, the monitoring of expenditures in PS, NPS, and State Operated Capital, and the reporting of agency requests to fill, FTE fill levels, and fill authorizations
• Develop cost projections for agency PS and overtime, monitor agency staffing levels, monitor State Operations campus and community census projections and prepare reports for internal and external distribution on these subjects
• This position could potentially require the flexibility to perform similar duties on the Local Assistance component of the OPWDD budget to accommodate changing needs of the agency
• Assist the Director or Assistant Director on special assignments as needed
