Minimum Qualifications MINIMUM QUALIFICATIONS:
Candidates must be reachable on the current Civil Service eligible list or be eligible for 70.1 transfer. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent, competitive service in a Grade 11 or higher level title. The title cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. Some titles eligible for a 70.1 transfer to the Agency Program Aide are: Secretary 1, Administrative Aide, Tax Compliance Representative 1, Motor Vehicle Consumer Services Representative 1, etc.
PREFERRED QUALIFICAITONS:
• Work experience with diversity programs
• Ability to gather and organize pertinent data for reports
• Ability to prepare letters, detailed written reports and/or guidance documents
• Ability to exercise independent judgment in performing duties
• Strong Microsoft Office Suite experience
Duties Description Under the general direction of the Minority Business Specialist 2, the Agency Program Aide will assist in ensuring contractual compliance with the provisions of Article 15-A and Article 17 of the Executive Law and the rules and regulations contained within 5 NYCRR Parts 140-44.
The incumbent will assist in ensuring that Minority and Women Owned Business Enterprises (MWBEs) and Service Disabled Veteran Owned Business (SDVOBs) are given maximum practical opportunities to participate in the Office for People with Developmental Disabilities (OPWDD) procurements.
PRIMARY DUTIES AND RESPONSIBILITIES:
Responsibilities of the position will include, but are not limited to the following:
• Assist in ensuring compliance with administrative and programmatic requirements
• Gather completed MWBE/EEO required forms for new procurements and contracts
• Assist with monitoring contractors MWBE utilization performance to ensure contractor meets the goals established on contract
• Track OPWDD’s utilization of SDVOBs
• Prepare and edit draft correspondence and other documents
• Assist in the preparation, review, evaluation, and analysis of a variety of reports and records specific to the program assigned
• Assist with gathering and tracking EEO reports
• Represent OPWDD at forums, conventions and other events as requested
• Attend and participate in conference calls with the Executive Chamber and Empire State Development (ESD) staff
• Perform other work as required

• For CSEA positions: Local Bidding Agreements will be honored.
• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
