Minimum Qualifications Employee Benefits Representative 1, SG-18: eligible for a 52.6 transfer.
Employee Benefits Representative Trainee 1, NS: reachable on the Department of Civil Service’s PATT eligible list (Department of Civil employees only), reachable on the PCO eligible list, eligible for a Section 70.1 or 70.4 transfer, or 55-b/c eligible (Must have Bachelor’s Degree and 55b/c designation letter to qualify)
Duties Description Incumbents in this position within the Program Administration Unit participate in the administration of the New York State Health Insurance Program (NYSHIP) by providing guidance, instruction, assistance, and information to client agencies and enrollees verbally and in written form. This includes responding to inquiries regarding law, regulations, policy and administration of NYSHIP, including benefit and claims assistance. The incumbent will also conduct seminars on benefits, policies and procedures. Travel across the State may be required. The incumbent will have frequent contact with members of NYSHIP, including State employees, employees of local government agencies that participate in NYSHIP, and other individuals who are impacted by NYSHIP. The incumbent will also have responsibility for:
• Providing general and specific NYSHIP program, enrollment and eligibility information in person or by phone to HBAs, enrollees, or other applicable parties in State agencies or NYSHIP participating public employers.
• Explaining and interpreting applicable rules, regulations, polices and/or procedures in person or by phone to HBAs, enrollees, or other parties in State agencies or NYSHIP participating public employers.
• Using developed metrics and reporting to ensure unit workflow is meeting minimum standards and developing strategies to improve staff performance.
• Researching complex cases needing interpretation and consideration from other units within EBD.
• Serving as a liaison for intradepartmental and external agencies to resolve NYSHIP member issues.
• Managing unit workflow and provide direction for first-level supervisors.
• Providing analysis of prepared monthly narrative and statistical reports to assist management decision making.
• Drafting customized correspondence to address complex and escalated requests from enrollees and HBAs.
• Answering complex and escalated questions posed by subordinates, enrollees, HBAs and/or their representatives regarding rules and regulations of NYSHIP.
• Testing and providing feedback of NYBEAS system changes.
