Minimum Qualifications Provisional: Bachelor’s degree and two years of experience administering or analyzing disability, aging, health, or social services programs for older adults or in the development, delivery, or monitoring of long term services and supports (LTSS), or six years of experience administering or analyzing disability, aging, health, or social services programs for older adults, three of which must have been in the development, delivery, or monitoring of LTSS.
Preferred Qualifications
Candidate should have excellent written and oral communication skills that allow the individual to work both independently and as part of a team across multiple agencies to ensure program implementation; experience with Managed Care and Medicaid services, procedures, processes and rules preferred.
Duties Description The incumbent of this position will provide technical and administrative assistance in monitoring and surveying New York State certified Managed Care Organizations (MCO) for compliance with State and Federal statutes and regulations and implementation of Medicaid Redesign Team (MRT) initiatives relating to the delivery of long term care services, i.e., Long Term Support Services (LTSS), Personal Care Services, Consumer Directed Personal Assistance Services, Adult Day Health Care, Private Duty Nursing, AIDS Adult Day Health, Nursing Home Short Term Rehabilitation; and Nursing Home Long Term Placement, to recipients of Medicaid. Specifically, the incumbent will participate in conducting surveillance activities, including analyzing MCO survey data to identify patterns of non-compliance and develop recommendations for enforcement actions; assist in developing tools for monitoring the delivery of long term care services; participate as a team member in updating policies for delivery of personal care services, as well as other long term care services; and monitor contracts to verify deliverables and compliance with program standards for LTSS, including identifying enrollees in need of LTSS and MCO’s compliance with standards for LTSS authorizations, transitional care, and care management; participate in monitoring and surveillance activities to verify MCO’s compliance with contract deliverables and program standards for long term nursing home transition, including eligibility and enrollment, access to care and quality of care, network and contracting; and quality metrics and incentives.
Additional Comments Provisional, full-time. Travel throughout New York State is required, including some areas that may not be served by public transportation.
