Minimum Qualifications NYS Department of Health employee with permanent or contingent-permanent, competitive service as an Agency Program Aide (G13) OR NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G11 and eligible for 70.1 transfer under NYS Civil Service Law.
Preferred Qualifications
The preferred candidate would have excellent analytical, communication and organizational skills. Experience with Microsoft Word, Excel, Access, Outlook and the Statewide Financial System. Ability to work independently and prioritize multiple assignments.
Duties Description This position is located in the Bureau of Supplemental Food Programs (BSFP) Fiscal Management Section (FMS). BSFP administers the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). The FMS is responsible for the fiscal oversight and caseload management of the WIC program. FMS state operations staff are responsible for procuring commodities, services, and technology in accordance with Article 11 of the New York State Finance Law.
The incumbent will provide purchasing guidance and technical assistance to regional office and local agency staff; collect quotes from vendors; obtain justifications and specifications for purchases from program staff; prepare cost reasonableness explanations; create purchase requisitions in the Statewide Financial System (SFS); prepare procurement card requests; ensure Minority and Women Business Enterprise (M/WBE) goals are being met; and track purchases in the Fiscal Administrative Database. This position is responsible for routing purchases for internal approval and determining if additional approvals are required including but are not limited to: B1184; Plan to Procure (PTP); and/or Buy Desk. Good writing and communication skills are essential.
Additional Comments Permanent, full-time. Occasional statewide travel, including overnights and travel to areas that may not be served by public transportation, may be required.
