Minimum Qualifications There is no Civil Service eligible list for this title. In order to qualify for provisional appointment candidates must have one year of permanent competitive service in a personnel administrative position at a Grade M-1 or higher, titles include Associate Director Human Resources 1, Associate Director Human Resources 1 Institution, Associate Director Training 1, Associate Director Training 1 Addictions or Mental Hygiene, Director Human Resources 1, Human Resources Specialist 3 Labor Relations, Associate Director Human Resources 2, Associate Director Human Resources 2 Institution, Associate Director Human Resources 2 Labor Relations, Associate Director Training 2, Associate Director Training 2 Mental Hygiene, Director Human Resources 2. To qualify for a permanent appointment under Section 52.6, candidates must have one year of permanent competitive service in a Grade M-2 or higher in a title designated as 52.6 transfer eligible.
Duties Description The Workforce and Talent Management (WTM) Regional Director will serve WTM customers by strengthening the centralization of WTM functions so that they are manifested consistently across all regions of NYS. The WTM Regional Director must be skilled in the dynamics of advancing team cohesiveness, performance accountability and effective communication.
PRIMARY DUTIES AND RESPONSIBILITIES:
Under the direction of the Associate Commissioner for WTM, the WTM Regional Director is responsible for managing and coordinating within the catchment area of WTM Region 1 the six major functions of OPWDD’s Bureau of WTM 1) Human Resources / Personnel, 2) Employee Relations, 3) Staff Training, 4) Diversity and Inclusion programs, 5) Affirmative Action, and 6) Workforce Transformation to prepare state operations workforce for emerging directions of services for people with intellectual and other developmental disabilities. Duties and responsibilities include, but are not limited to the following:
• Acting as a liaison between State Operations, Regional and Central Offices
• Acting as a liaison between the WTM Central Office and regional staff
• Representing the Bureau in internal and external meetings as required
• Ensuring effective responsiveness to requests and initiatives
• Creating a divisional knowledgebase and effective cross trained teams
• Managing geographically dispersed staff
• Providing leadership, direction, motivation, supervision and performance evaluation of staff within the assigned region,
• Design and develop strategies to ensure that agency objectives and metrics are met in the catchment areas assigned.
• Proactively manage implementation timelines for Projects
• Ensuring communication flow and consistency of practice.
• Generating reports, analyze data, summarize progress and recommend improvements
• Maintaining real-time information on Bureau responsibilities, including but not limited to:
o Status of Reasonable Accomodations,
o Status of Affirmative Action investigations,
o Labor relations work,
o Hiring and staff management processes
o Staff availability: leaves, etc..
o Training compliance,
o Implementation of emerging workforce transformation initiatives
o Reviewing processes and provide recommendations to streamline and create efficiencies across disciplines of the Bureau
o Participating in the research, development and implementation of WTM policies and procedures
o Position requires approximately 40% travel within the assigned region and statewide travel, as deemed necessary
REPORTING AND ASSISTANCE REQUIREMENTS:
The WTM Regional Director reports directly to the Deputy Commissioner for WTM.
The WTM Local Directors in the designated region(s) report directly to the WTM Regional Director
The WTM Regional Director assists each of the WTM Unit Directors in OPWDD Central Office with disseminating unit specific knowledge platforms and accomplishing unit directions and assignments within the context of the entire WTM Bureau.
Additional Comments This position will be used for secession planning purposes. The work location will be discussed at the time of interview.
