Minimum Qualifications Either 1) Reachable on the Civil Service eligible list (if you are on the eligible list for this title you will automatically be canvassed for this position if your score is reachable for potential employment) 2) Eligible for reassignment by virtue of having perm(pgrm) permanent competitive service as an Information Technology Specialist 3 (23); OR 3) Eligible for transfer under the provisions of sections 52.6, 70.4 or 0.1 of the Civil Service Law by virtue of having one year of permanent competitive service in an appropriate title.
The civil service eligible list for this position results from the selective certification process. In order to appear on the certified eligible list, a qualified candidate must meet all of the requirements of the Selective Certification Criteria.
Duties Description The incumbent duties include, but are not limited to, the following:
Responsible for working on a number of technologies in various roles throughout the entire Software Development Lifecycle. The position functions as business analyst to work with end-users in defining project requirements in analysis and design documentation. The person will create user guides, use cases, testing documentation, and business requirements documents as part of an SDLC process. The person will design, code and test applications to meet the agreed upon requirements using NYSTRS coding standards and industry best practices. The development of new applications as well as support of existing applications will utilize C#, VB.net, SQL and additional proprietary toolkits as needed. This person will be responsible for supporting existing solutions, both custom and delivered, as well as developing new applications using NYSTRS approved technology platforms.
This person needs the ability to work independently and lead project efforts without oversight from senior staff.

- Develop solutions using C#, SQL, VB.NET as well as proprietary toolkits
Collaborate on and Support Investment Master Custody initiatives
- If resource constraints are experienced there may be a potential need to support other initiatives within the organization.
- Collaborate with other Information Services Units on efforts that have impact on the Investments and Administration coverage areas.
- Analyze, develop, and document end user training requirements related to Investment Support system efforts
