Minimum Qualifications Minimum Qualifications for Provisional Appointments for Salary Grade 18 ONLY:

Six years of professional real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property.
One year of this experience must include the specialized experience of appraising real property, OR you must have either
A: a New York State General Real Estate Appraiser Certification;
OR
B: a NYS Land Surveyor Licensure.
Substitution:
A bachelor’s degree or higher will substitute for four years of the non-specialized real estate experience. An Associate’s degree will substitute for two years of the non-specialized real estate experience. The maximum substitution for education is four years.
A Certified Commercial Investment Member designation will substitute for one year of the non-specialized real estate experience.
NYS Residential Real Estate Appraisal Certification will substitute for two years of the non-specialized real estate experience.

Duties Description Under the supervision of the Real Estate Specialist 2, the RES 1 will collect, acquire, review, reconcile and assess real property data, while making requests for appraisals, along with reviewing consultant appraisals of real property interests, performing real estate title research, contracting title research, and assisting in the disposition of State owned real estate and negotiate with private owners concerning the State’s acquisition of real estate and real property interests, including surplus structures. This includes the physical inspection of real property to identify any encumbrances and encroachment issues on potential acquisitions.

The RES 1 may prepare written real estate appraisal reports, maps, and other communications using Microsoft Office and ESRI Arc GIS Mapping software. The RES 1 functions as the agency’s expert, providing a role in key functional areas such as easement and lease negotiations, agency relocations and planning for Statewide and Regional Land Acquisition Programs. The RES 1 must become familiar with and conform to DEC policies and technical standards set forth by NYSDEC management in accordance with State Federal USPAP guidelines for appraisal work.
