Minimum Qualifications Interested candidates must currently be reachable on the Information Technology Specialist 3 (Programming), SG-23 list, OR be eligible to transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer:
Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 21 or higher.
Duties Description • Understand existing applications functionality and research best future fit
• Partake in feasibility of current platforms/tools as a replacement for Lotus Notes applications and help identify future IT Solutions
• Engage with project teams in varying roles – technical expert, technical lead, team participant
• Participate in creation of Statement of Work when new applications, specifications or features involved
• Prepare estimates of effort
• Assist management in determining/mitigating risks
• Work within team or directly with users to facilitate gathering of business requirements
• Collaborate with project team to determine data structure, user interface, application architecture and functional design
• Prepare technical specifications to ensure business requirements will be fully met
• Analyze requested modifications to determine effect of changes and their potential impact
• Create technical specifications outlining changes to be made
• Develop N-Tier applications in a variety of languages
• Write code that adheres to the established organizational coding standards and ensures usability and scalability of systems
• Troubleshoot code to resolve occurring or potential issue(s)
• Perform/document all unit and string testing
• Assist users in creation, execution and documentation of test plans
• Prepare paperwork associated with implementation of changes
• Ensure status of work communicated to appropriate levels in a timely manner
• Maintain system and process documentation, ensure it is up-to-date
• Address technical and functional issues which impact production applications and projects
• Collaborate with other IT units to resolve production issues
• Provide off hours support as needed
• Escalate issues to management as necessary
• Keep management and business customers fully informed on the status of issues and the progress of work to resolve them
• Determine what tasks will be required to complete assignments, establish their priorities and estimated completion dates
• When applicable, construct project plan to outline all aspects of programming and testing
• Communicate and negotiate with business units to set priorities, to provide feedback of the status of tasks being performed, and to confirm scope and relevancy of the remaining work
• Inform management and all affected parties about potential or existing issues that may impact schedules and/or deliverables as soon as those issues arise
• When necessary, adjust priorities to ensure that estimated completion dates are attained and established deadlines are met
• Apprise management and other stakeholders of deviations from originally agreed upon priorities, deadlines, or scope in a timely manner
Additional Comments Knowledge, Skills and Abilities:
• Demonstrated experience evaluating written materials and specifications – 1 or more years
• Demonstrated experience in structured programming (any language) - 2 or more years
• Problem solving and analytical skills
• Familiarity with SDLC (System Development Life Cycle)
• Strong verbal and written communication skills
• Familiarity with Lotus Notes or Visual Basic programming
