Minimum Qualifications Candidates must be reachable on the Business Systems Analyst 3, G-25, Civil Service eligible list OR have one year of permanent competitive service as a Business Systems Analyst 3, G-25. Also open to NYS employees at or above G-23 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Associate Administrative Analyst, G-23; Business Systems Analyst 2, G-23; Contract Management Specialist 2, G-23 and Information Technology Specialist 3, G-23.
Preferred Qualifications:
• A comprehensive understanding of the integration of all aspects of system application and business process with other processes in the cross-functional program environment of the SFS;
• Extensive functional knowledge of the PeopleSoft Financials Application; and
• Experience using business analysis techniques as prescribed by the International Institute of Business Analysts in the publication Business Analysis Body of Knowledge (BABOK).
Duties Description The BSA3 will supervise and manage several aspects of application analysis and system implementation, while also acting as a leader in the service of customers of the Statewide Financial System (SFS).
General duties include:
• Supervise and undertake functional application analysis related to several business processes and system components of the SFS;
• Supervise and undertake the system implementation activities related to several business processes and system components of the SFS;
• Serve as a knowledge leader supporting several modules of the PeopleSoft application as implemented in SFS;
• Serve as the lead resource working with customers, stakeholders and other SFS staff to provide knowledge on how the application functions;
• Serve as the lead resource working with customers, stakeholders and other SFS staff to develop solutions so that the application best meets the needs of its users; and
• Work in the development and integration of future procurement and Supplier Contract Management functionality.

The Statewide Financial System (SFS) is the organization that manages the enterprise financial system that supports the business of New York State government. SFS works collaboratively with the New York State Office of Information Technology clusters as they support the ITS systems across the State. SFS is an independent entity jointly governed by the Office of the State Comptroller and the Division of the Budget.
As one of the largest public sector enterprise financial systems in the United States, SFS staff provides extensive operational support to over 70 NYS agencies and authorities. SFS processes an average of 22,000 voucher transactions daily, about $150 billion in payments per year.
