Minimum Qualifications LIST APPOINTMENT: Candidates must be reachable on the Civil Service eligible list for Supervising Insurance Examiner (List #36-738).
TRANSFER: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6 of the Civil Service Law. Please Note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment, if such transfers would exceed two salary grades or one ‘M’ grade.
Duties Description The Department of Financial Services is seeking candidates for the position of Supervising Insurance Examiner for the Property Bureau - Financial Section. As a Supervising Insurance Examiner you would supervise a unit of examiners and support staff. Under the supervision of a Chief Insurance Examiner 3 and/or Chief Insurance Examiner 2, the duties of this position will include, but not be limited to, the following:
• Supervise the activities of one of the Property Bureau - Financial Section’s operational units;
• Monitor the solvency of regulated entities;
• Assure that NAIC Accreditation deadlines and standards are met;
• Participate in NAIC working groups;
• Assure that holding company transactions, dividend requests, and filings are reviewed on a timely basis and are in accordance with the New York Insurance Law and Department Regulations;
• Participate in and/or lead Department meetings with company personnel and Executive concerning issues related to the solvency of regulated entities;
• Correspond with regulated entities, governmental officials, and/or the general public regarding DFS concerns and directives;
• Participate in meetings with other agencies, industry representatives, and government officials;
• Inform Property Section management and DFS Office of General Counsel regarding material issues concerning regulated entities;
• Develop, make recommendations, and/or provide comments on new legislation, current and proposed regulations, circular letters, special reports and Department initiatives;
• Contribute to legislative and other regulatory reports and recommend appropriate action to Property Bureau – Financial Section management;
• Direct staff and assign tasks, complete and review staff performance, and encourage employee training and development;
•Assign work and arrange workflow in a systematic manner, setting priorities and monitoring performance;
•Assess training needs of the Unit’s staff and help identify appropriate training sessions and/or provide personal instruction;
•Work toward resolving operational problems and increasing overall work efficiency;
•Coordinate the flow of information to the field examinations unit to provide timely updates of pertinent financial information; and
•Complete special projects as assigned.
